RECOMMENDED COMMISSION ACTION:
• Conduct the public hearing for the special Round II
ITEM SUMMARY:
• The Commission will conduct a public hearing for recommendations under a special Round II for funding requests under the FY 2024-2025 Community Support Grant (CSG).
BACKGROUND INFORMATION:
• The Community Support Grant (CSG) provides nonprofit organizations flexibility to competitively apply for funding on an annual basis, under the criteria of public service priority needs; service impacts to the community; duplication of services from other agencies; sources of agency funding, and presentation critique. Funds for this grant are under the City of McKinney’s General Fund. Programs under the grant consist of nonprofit, and city administered programs. All funding of Community Support organizations will occur during the budget process. Off-budget-cycle funding may be granted in the rare instance that additional funds become available during the grant cycle. The minimum grant request-- $3,000. There is no maximum grant award amount. Grant priorities:
Basic Needs: including Food, clothing, housing and shelter, non-financial assistance.
Health and Medical Treatment: Including Mental Health.
Housing: Financial Assistance.
Transportation: The sole service being provided, to benefit participants under the granted public service.
• The Community Grants Advisory Commission (CGAC) conducts the Consolidated Grants application process annually from February to June. The CGAC conducted public hearings and meetings May 9, May 16 and June 6, to determine funding recommendations for the FY 2024-2025 program year. The City Council approved the city’s budget in September, with an increase to the Community Support Grant, and request to now require previously direct funded public service nonprofits apply for funding support under an application process. Under this amendment, a rare second round process is available only for affected agencies and any other amendments, as such. The impacted agencies would be notified of the change and if desired, able to participate in a second funding round between October 2024 - December 2024.
• City staff consulted the Commission at the September 24, 2024, meeting. The FY 2023-2024 Commission deliberated again on Round I CSG recommendations for City Council approval. Round I recommendations of the Community Support Grant were submitted for the October 15, 2024, regular meeting of City Council and approved. The impacted agencies for the round II process were consulted; the deadline to submit funding requests was November 5, 2024
• The FY 2024-2025 Community Grants Advisory Commission met October 10 and November 21 for training. The Round II public hearing is scheduled for December 10; Commissioners will deliberate upon conclusion.

FINANCIAL SUMMARY:
• The FY 2024-2025 budget under the Community Support Grant is $ 330,000. The total pool of available funding is $30,000.00. In Round II, two agencies are applying with funding requests totaling 75,000.
BOARD OR COMMISSION RECOMMENDATION:
• The Community Grants Advisory Commission will deliberate forward to City Council for approval.
