RECOMMENDED CITY COUNCIL ACTION:                     

                     Staff recommends approval of the resolution

 

ITEM SUMMARY: 

                     The resolution proposed will authorize the city manager to enter an exclusive negotiating period with Parkhill for a term of 180-days. This term will be utilized to develop a series of terms, conditions, and agreements that will govern the development of the subject properties and will be presented to the City Council for approval once drafted.

 

BACKGROUND INFORMATION: 

                     The City of McKinney and McKinney Community Development Corporation began the process of purchasing the subject properties in 2020 and finalized the purchase in 2021.

                     In 2021 through 2022 the City of McKinney was in discussions with a developer and ultimately terminated negotiations.

                     From 2023-2024 the City of McKinney Parks Department experienced a leadership transition, slightly delaying the development plans of the properties.

                     In 2025 the McKinney City Council adopted item 5.5 in their Strategic Goals & Priorities Documents that stated the city should, “Issue a request for qualification/proposal (RFQ/RFP) for the development of the 230-acre parcel at Bloomdale and Taylor Burke (Brinkmann Tract) by December 31, 2025.”

o                     An additional 70 acres of adjacent land was included in the RFQ as outlined by the City Council’s 5.5 goal.

                     In December of 2025, the City Council adopted a series of guiding principles associated with the proposed development. They are as follows,

o                     Development of a world-class multi-use sports park and entertainment district that will serve as a local, regional, state, and national destination for sports and associated uses.

o                     Financially sound and effectively managed partnership that supports and values McKinney City Council strategic goals.

o                     Providing multiple sports opportunities to meet McKinney’s growing demand for, 1) local recreation options, 2) competitive sport leagues, and 3) sporting needs of the future.

o                     Maximizing the value of the McKinney Community Development Corporation’s portion of the land as a community and economic development anchor.

o                     Development of the park and associated uses in accordance with McKinney’s design standards, development codes, and in a manner that is consistent with the surrounding developments and the City of McKinney Comprehensive Plan.

                     The City of McKinney issued and RFQ in late December 2025, received 4 qualifying responses in early 2026, and interviewed 3 firms in March of 2026.

                     The review committee is recommending the City of McKinney move forward with exclusive negotiations with Parkhill, a Texas-based architecture, engineering, and design solutions firm.
