ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with FNH Construction, LLC, for the Construction of the Accessibility Improvements (Eastside Phase 2) Project (CIP Project ST1834) for a total contract amount not to exceed $1,900,000.
BACKGROUND INFORMATION:
• The project is providing new sidewalks or reconstructing existing sidewalks that are out of ADA compliance along Virginia St and Louisiana St between Graves St and Benge St.
• Various driveways and intersections will be reconstructed as needed to meet accessibility standards.
• Teague Nall and Perkins, Inc. prepared the construction plans for the Accessibility Improvements (Eastside Phase 2) Project (ST1834).
• The City issued an Invitation to Bid (23-13CC) to solicit responses from qualified contractors for the Construction of Accessibility Improvements Eastside Phase 2

o 1093 matching eBid Supplier Notifications which included fifty (50) Historically Underutilized Business (HUB) suppliers.
• Out of 1093 supplier notifications, three (3) bids were received and opened by Procurement Services on February 23, 2023. The following is a summary of the bids:

• Core CMCI submitted the lowest bid. However, the submission was rejected for not satisfying Section XII of the “Instruction To Bidders” requirements. Section XII states that the prime contractor shall not subcontract more than 30% of the contract labor without approval from the owner. Core CMCI submitted 86% of contract labor to be subcontracted.
• FNH Construction, LLC, submitted references and qualifications that were verified in accordance with the bid specifications.
• The contract documents require that this project be completed within 365 calendar days after issuance of the Notice to Proceed, which is expected to be issued in May 2023. Construction is expected to be complete by May 2024.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with FNH Construction, LLC, for an amount not to exceed $1,900,000.
• With the approval of this item, $151,448 will remain in Project ST1834.
