ITEM SUMMARY:
• MCDC awarded $5,500,000 to the City of McKinney Parks and Recreation Department on August 22, 2024, for Erwin Park improvements which include:
o New restrooms and pavilions
o Showers
o Concrete trails around the perimeter park road
o Enhanced entrance feature
o Lookout tower
o Concrete parking
o ADA improvements
o Park road resurfacing
o Utility improvements
§ Restrooms converted from septic to sanitary sewer
§ Water and electricity to all camp sites
• The park is under construction, with MCDC project monies encumbered, however funds from other sources will be spent first, and MCDC funds spent last which results in the need to extend the term to January 31, 2028.
• Substantial completion is anticipated in October 2027, with an extension requested through January 2028 in order to allow time for project completion, close out and release of retainage.
BACKGROUND INFORMATION:
• Erwin Park is part of the 10-year CIP, and this project will provide needed amenities and renovations to one of our busiest parks.
• The Parks Master Plan, approved in 2017 and updated in 2022, identifies areas of deficit, provides a vision for addressing growth and provides a plan for immediate and long-term park, park facilities and trail improvement needs.
FINANCIAL SUMMARY:
• This request does not impact the amount of the original grant awarded.
• The request is eligible for MCDC consideration under Section 505.152 of the Texas Local Government Code.
