RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution provides support of an alignment for a portion of the US 380 freeway generally between future Ridge Road and Community Avenue related to the ongoing efforts by the Texas Department of Transportation (TxDOT) as a continuation of the US 380 Collin County Feasibility Study that was completed in early 2019.

                     The Resolution does not provide support for any specific alignments west of future Ridge Road or east of Community Avenue, but provides additional guiding principles related to further reduce impacts to existing development, ensuring optimum mobility and access, and reducing impacts to planned development.

                     This Resolution also requests Collin County to adopt a similar resolution supporting the alignment for a US 380 freeway generally between future Ridge Road and Community Avenue and to immediately begin efforts for strategic land banking to preserve the corridor for the potential US 380 freeway utilizing freeway funds allocated for such use in the Collin County 2018 Bond Program.

 

BACKGROUND INFORMATION:

                     TxDOT initiated the US 380 Collin County Feasibility Study in 2017 to analyze potential roadway alternatives for US 380 through Collin County to support projected long-term growth and mobility within the county.

                     Through the efforts of the feasibility study, TxDOT provided a recommended freeway alignment in May 2019.

                     McKinney City Council approved a resolution in October 2019 which supported the goals of the US 380 Collin County Feasibility Study while opposing any alternative that converts the existing US 380 into a limited access roadway and providing guiding principles for alternatives which provide “bypass” alignments from existing US 380

                     City Council has previously adopted Resolution No. 2016-05-064 (R), stating the City of McKinney does not support the conversion of US 380 to a limited access roadway because of the significant amount of ROW needed for this conversion will adversely impact many existing businesses and approved planned developments currently along the corridor.  Adverse impacts to these businesses and developments will also negatively influence an important portion of the city’s commercial tax base.

                     Following the completion of the US 380 Collin County Feasibility Study TxDOT initiated the environmental study phase of the project in in March 2020. This phase of the project seeks to further evaluate the impacts of the recommended freeway alignment and previous alignments considered during the study based on additional environmental factors and more thorough technical data. This environmental study phase is expected to take two to four years to complete.

                     Staff has identified a portion of the US 380 freeway alignment generally between future Ridge Road and Community Avenue as being a high priority due to development pressures along the corridor and the efforts by the North Texas Municipal Water District to construct a new major water delivery pipeline serving the water needs of the City of McKinney and the surrounding area.

                     Staff believes that this segment has a low risk of moving to a new corridor due to the existing development in the area and the proximity of the Collin County Outer Loop to the north. 

                     A suggested adjustment to the US 380 freeway alignment has been developed generally between future Ridge Road and Community Avenue generally following the 2019 TxDOT recommended freeway alignment while providing additional buffer from existing residential development and reducing impacts to future development as shown in “Exhibit A-1 and A-2”.

                     Although a resolution from the City of McKinney supporting an alignment for a portion of a US 380 freeway will not directly influence the outcome of  the TxDOT environmental phase, consensus on an high priority section of the proposed freeway alignment with other project stakeholders has the opportunity to allow for strategic land preservation in advance of TxDOT beginning right-of-way acquisitions.
