RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $436,674.00, as well as all required supplemental agreements thereto, with Lockwood, Andrews & Newnam, Inc. for professional consulting engineering services for the FY23 Citywide Street Rehabilitation Project (ST2302), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $502,674.00.

 

BACKGROUND INFORMATION:

                     The FY24-28 Capital Improvement Program (CIP) includes funding for the FY23 citywide street rehabilitation along Morris Street between Louisiana St and Lamar St and between Josephine St and Shelley St, Erwin Street between Graves St and West St, Oak Street between Josephine St and Leland St, and Church Street between Josephine St and US380.

                     The project scope of work includes survey and design of a new sidewalk for one side of the street, along with complete street reconstruction along the project limits.

                     Lockwood, Andrews & Newnam, Inc. submitted a response to 21-41RFQ for On-call Roadway Design Services and was one of eleven (11) firms shortlisted by City Council on September 7, 2021.

                     Lockwood, Andrews & Newnam, Inc.  submitted a proposal for this project in the amount of $436,674.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Final Engineering Services and Bid Phase Services)

o                     Special Services (Surveying, Subsurface Utility Engineering, ROW/ Easement Documents and Construction Administration)

                     The preliminary opinion of probable construction cost (OPCC) is 6,000,000.00 which includes assumed construction inflation contingencies.

                     The fee for basic services is $241,527.00 (4.0% of the engineer’s OPCC) and the fee for special services is $195,147.00 (3.7% of the engineer’s OPCC).

                     Pending approval of this item, preliminary design would begin immediately.

FINANCIAL SUMMARY:

                     The Resolution authorizes a design contract and any necessary supplemental agreements with Lockwood, Andrews & Newnam, Inc. for an amount not to exceed $502,674.00.

                     Funding for this contract is included in the Capital Improvements Program (ST2302).

                     With the approval of this item, $4,193,506.05 will remain in project ST2302.
