RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $220,600.00, as well as all required supplemental agreements thereto, with Kimley-Horn and Associates, Inc. for professional consulting engineering services for the Stonebridge Drive (US 380 to Bloomdale Road) Project (CIP Project ST2106), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $255,000.00.
BACKGROUND INFORMATION:
• City of McKinney’s Master Thoroughfare Plan shows an extension of Stonebridge Drive from US 380 to Bloomdale Road as a 4-Lane Greenway Arterial.
• The FY26-30 Capital Improvement Program (CIP) includes funding for Stonebridge Drive from US 380 and Bloomdale Road.
• Improvements included in the project’s scope of work include the following:
o Evaluation of previous alignment studies and final development of the extension of the Stonebridge Drive alignment including establishing the location of the Wilmeth Road intersection with Stonebridge Drive
o Hydrologic and hydraulic analysis of Wilson Creek watershed to develop conceptual design for a proposed bridge crossing along Stonebridge Drive
o Preparation of a conceptual bridge layout for Wilson Creek crossing
o Preparation of an Intersection Control Evaluation (ICE) report for the Wilmeth Road and Bloomdale Road intersections at Stonebridge Drive
o Miscellaneous coordination with stakeholders, governmental agencies, and other consultants including right-of-way and easement acquisition
• Kimley-Horn and Associates, Inc. submitted a response to 24-46RFQ for On-call Roadway Design Services and was one of fourteen (14) firms shortlisted by City Council on September 17, 2024.
• Kimley-Horn and Associates, Inc. submitted a proposal for this project in the amount of $220,600.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Conceptual Engineering Services)
o Special Services (Project Coordination)
• The fee for basic services is $210,600.00 and the fee for special services is $10,000.00.
• Pending approval of this item, design would begin immediately. A separate contract for final design will be recommended for City Council approval as soon as all final deliverables under this contract have been completed and approved by City Staff.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc. for an amount not to exceed $255,000.00.
• With the approval of this item, $2,275,839 will remain in ST2106.
• Additional street revenues required for final design and construction of this project are anticipated to be issued through Street General Obligation Debts in FY26 and FY27.
