RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a professional services agreement with Fishbeck to provide Phase I Architectural and Engineering (A/E) Services for schematic design only in conjunction with the Downtown McKinney Parking Structure Project.
• The selected consultant team, Fishbeck, submitted a proposal to provide A/E services for a total of $381,500 for Phase I - for the schematic design of the Downtown McKinney Parking Structure project.
BACKGROUND INFORMATION:
• Fishbeck is a professional architectural and engineering services firm based in Dallas, Texas. Fishbeck is a long-standing multidisciplinary firm that provides professional services including architectural, engineering and planning in a wide variety of project types.
• In developing the best procurement method for this project, the City issued a request for qualifications (26-24RFQ) to solicit responses from qualified firms for Professional Architectural, Engineering, and Parking Consulting Services related to the Design and Construction of a Downtown Parking Structure.

• Out of 858 supplier notifications, ten (10) statements of qualifications (SOQs) were received on December 4, 2025.
• A committee comprised of staff from the Development Services, Public Works, and City Manager’s Office reviewed and ranked the SOQs based on the following criteria:
o 40 Points: Firm & Individual Qualifications
o 25 Points: Capability & Capacity to Perform Work
o 20 Points: References
o 10 Points: Proposed Project Schedule
o 5 Points: Submittal Completeness and Conformance
• Of the ten firms, two firms were invited to interview with the committee on December 18, 2025. The interviews were scored on the following criteria:
o 25 Points: Project team presentation, interaction, communication skills, and response to interview questions.
• Fishbeck was determined to be the top ranked firm after interviews were conducted for the RFQ selection process.
FINANCIAL SUMMARY:
• There is a companion agenda item budget amendment related to TIRZ1 funding in the same city council session.
• The Resolution authorizes the City Manager to execute a professional services agreement with Fishbeck for the Schematic Design Services only for the Downtown McKinney Parking Structure Project (FC2634) for an amount not to exceed $411,500 which includes a $30,000 contingency.
