ITEM SUMMARY:
• This resolution authorizes a primary and secondary contract for Disaster and Debris Monitoring Services on an as needed basis to assist the City with oversight of disaster debris hauling, and reporting to and receiving reimbursement from the Federal Emergency Management Agency (FEMA) during a disaster.
BACKGROUND INFORMATION:
• The City issued Request for Proposals (26-32RFP) for Disaster and Debris Monitoring Services on February 13, 2026.

o 595 Bonfire vendor notifications
• Out of 595 Bonfire vendor notifications, three (3) proposals were received on March 19, 2026.
• The proposals were reviewed by staff from the Office of Emergency Management, Procurement Services, and Public Works for compliance, quality, and qualifications.
• Of the three (3) firms that submitted proposals, the two (2) top ranking firms were Tetra Tech, Inc. and Thompson Consulting Services, LLC. Tetra Tech, Inc. received the highest ranking, which makes them the primary contractor.
• Having a primary and secondary contractor is considered a best practice since disasters are unpredictable, high-stakes events and assistance from both contractors may be needed to ensure no gaps in coverage.
• Both Tetra Tech, Inc. and Thompson Consulting Services, LLC displayed the ability to provide the City with Disaster and Debris Monitoring Services. Therefore, both firms are recommended for approval. Cost and hours will be determined by the City based on the disaster and need.
FINANCIAL SUMMARY:
• No funds are obligated under this agreement, however, funds for this contract are budgeted in the Disaster Relief Fund 75. Funds will only be necessary in the event of a disaster or as the City deems necessary. Appropriations would then be made available through Operating Contingency or a Budget Amendment if the contract is engaged. All fees associated with this service will then be submitted to FEMA for reimbursement.
