RECOMMENDED CITY COUNCIL ACTION: Expedited approval of this Ordinance is requested to avoid a delay in the completion of this project.

 

ITEM SUMMARY:

                     This Resolution amends expenditures in the 2010-2014 Capital Improvements Program by transferring surplus funds, in the amount of $85,000, from Fire Station 7 (FI1023) to Alma Fire Station (FI7111).

 

BACKGROUND:

                     The current Alma Fire Station budget is in the amount of $2,800,000.

                     During the renovation of the existing facility unforeseen conditions resulted in increased costs of approximately $85,000 as follows:

o                     Existing electrical wiring did not meet codes and needed to be replaced.

o                     The insulation was found to be contaminated due to rodent infestation and needed to be replaced.

o                     Additional window seal failures were discovered requiring more windows to be replaced.

o                     Additional structural elements were required to adequately support newly configured spaces.

o                     Additional construction material testing was required for structural evaluation of the existing post-tension slab and also due to changes in construction sequence caused by unusually wet weather.

o                     A new gas service was required because the existing meter was farm tap (typical for a rural/agricultural service near a high pressure gas main).

o                     Additional civil construction work, primarily around the detention pond.

o                     Changes to the mechanical ductwork and ventilation systems.

o                     Reattachment of the existing roof and changes to the downspouts and gutter conditions to accommodate observed issues.

o                     Changes to the telecommunications and security systems required due to existing conditions.

FINANCIAL SUMMARY: This Resolution authorizes a CIP amendment, transferring $85,000 from Fire Station 7 Project (FI1023) to Alma Fire Station Project (FI7111).
