APPROVAL PROCESS: The action of the Planning and Zoning Commission for the proposed site plan may be appealed to the City Council.
STAFF RECOMMENDATION: Staff recommends approval of the proposed site plan with the following condition(s):
1. The applicant receive approval of the following Design Exceptions.
a. Residential Transition Area Screening Device of continuous 6-foot in height evergreen shrubs in lieu of a solid masonry screening device along property line shared with a Single-Family Residential Use as required by Appendix 2B7.3.7
b. Gable Roof Slope with a pitch of 4/12 on all buildings in lieu of the minimum pitch of 5/12 as required by Appendix 2B8.3.2.3 of the UDC.
Prior to issuance of a building permit:
1. The applicant satisfy the conditions as shown on the Standard Conditions for Site Plan Approval Checklist, attached.

ITEM SUMMARY: The applicant is proposing to construct an 8,450 square foot Multi-Family Development on .327 acres at 320 W Henry Street. This site is in the “MTC” - McKinney Town Center Zoning District in the Downtown Edge character district. Site plans within the MTC can typically be approved administratively by Staff; however, the applicant has requested Design Exceptions to the building design and site development requirements of the MTC.
PLATTING STATUS: The subject property is currently conveyance platted as MTC Summit Partners Addition Lots 1&2, Block A. A Replat of the subject property must be approved prior to the commencement of any development activity on the subject property.

PARKING: The applicant has satisfied the minimum parking requirements as specified within Section 206E (Vehicle Parking and Loading) of the Unified Development Code.
LANDSCAPING REQUIREMENTS: The applicant has satisfied all landscaping requirements as specified in Section 206A (Landscaping) of the Unified Development Code.
BUILDING SITE AND DESIGN STANDARDS: Within the “MTC” - McKinney Town Center Zoning District, the Architectural Standards of the Unified Development Code (Section 206F) do not apply. The applicant is instead responsible for meeting the requirements of the Building Site and Design Standards of the MTC. With the submission of a site plan, the MTC requires that elevations are provided and approved with the site plan. As proposed, the site plan and building elevations do not meet the following Building Site and Design Standards of the MTC:
The applicant has requested Design Exceptions to these requirements, discussed further below.
1. Required Residential Transition Area Screening Device Material Standards.
2. Required minimum pitch of 5/12 for Residential Gable Roofs.
Staff supports both Design Exception requests to deviate from the screening and roof requirements. The applicant is requesting a design exception for screening along the northern property line shared by a Single-Family Residential use. The requested alternate screening device material, continuous 6-foot in height evergreen shrubs, maintains the character of the area and softens the look, allowing the development to feel more aligned with the Residential Area of the Historic Overlay District. The evergreen shrubs continue to screen the multifamily use without creating an obtrusive masonry wall mid-block.
The requested deviation from the standard residential roof pitch of 5/12 to a 4/12 pitch remains consistent with the intended building character of the McKinney Town Center - Downtown Edge Character District, which emphasizes flat façades and simplified roof forms. The proposed architectural designs are compatible with the surrounding MTC buildings and the Historic Overlay District. Properties within the Historic Overlay District require approval of a Certificate of Appropriateness prior to commencement of any work or issuance of a building permit. The applicant received a Certificate of Appropriateness on May 19th, 2026. Staff recommends approval of the proposed Site Plan with the requested design exceptions.
TREE PRESERVATION ORDINANCE: The applicant will be responsible for complying with the Tree Preservation Ordinance. The applicant has submitted a tree survey, subject to review and approval of the City’s Landscape Architect.
OPPOSITION TO OR SUPPORT OF REQUEST: Staff has received no letters of support to this request and no letters of opposition. This does not include emails or letters that may have been sent directly to members of the Council. As part of the Planning and Zoning Commission Public Hearing(s), Staff has not received any citizen comments through the online citizen portal.
