ITEM SUMMARY:

                     This Resolution authorizes the City Manager to rescind and repeal Resolution No. 2024-07-115(R) awarding a contract to Western Municipal Construction of Texas, LLC, and to execute a contract and all necessary change orders with DDM Construction Corporation for the Construction of the Lela, Jones, Foote, and Bradley Street Infrastructure Improvements Project (CIP Projects ST2134, WW2134 and WA2134) for a total contract amount not to exceed $6,660,000.

 

BACKGROUND INFORMATION:

                     Freese and Nichols, Inc, prepared the construction plans for the Lela, Jones, Foote, and Bradley Street Infrastructure Improvements Project (CIP Projects ST2134, WW2134 and WA2134).

                     The project encompasses street infrastructure improvements primarily focused on the reconstruction of the following substandard residential streets including associated underground infrastructure improvements (water, wastewater, and storm):

o                     Lela Street (Waddill Street to College Street)

o                     Jones Street (College Street to Board Street)

o                     Bradley Street (Bonner Street to Hall Street)

o                     Foote Street (College Street to Board Street)

o                     Florence Street (Tucker Street to Hall Street)

o                     Byrne Street (Bonner Street to Hall Street)

o                     Sherman Street (Jones Street to approximately 200 Linear Feet to the south)

                     The proposed improvements to the Lela, Jones, Foote, and Bradley Street Infrastructure Improvements Project (CIP Projects ST2134, WW2134 and WA2134) are planned to include the following:

o                     Construction of new concrete roadways with curb and gutter along Lela, Jones, Foote, and Bradley Streets.

o                     Asphalt street pavement rehabilitation of Byrne, Florence, and Sherman Streets.

o                     Construction of a 5-foot sidewalk along one side (minimum) of each roadway along Lela, Jones, Foote, Bradley, and Florence Streets.

o                     Construction of enclosed storm drainage systems on Lela, Bradley, Jones, Foote, and Byrne Streets.

o                     Water and wastewater improvements along Lela, Bradley, and Jones Streets.

o                     Replacement of the existing wastewater main along Byrne Street from Hall Street to Bonner Street.

o                     Replacement of the existing wastewater main along Sherman Street from Jones Street approximately 200 Linear Feet to the south.

o                     Replacement of the existing water main along Florence Street from Hall Street to Tucker Street.

                     The City received and opened sealed bids from three contractors on April 11, 2024, for the construction of the project. Western Municipal Construction of Texas, LLC was the low bidder. The following is a summary of the bids:

                     The City Council of the City of McKinney, Texas awarded the Bid for the Project to the low bidder Western Municipal Construction of Texas, LLC on July 16, 2024.

                     Western Municipal Construction of Texas, LLC withdrew its bid for the Project because the ninety (90) day bid period expired.

                     DDM Construction Corporation submitted the second low bid in the amount of $5,790,313.80 for Base Bid plus Alternate Bid A.

                     DDM Construction Corporation is currently providing construction services to the City of McKinney for the Virginia Street and Throckmorton Street Infrastructure Improvements (Municipal Complex) Project (CIP Projects ST2235, WA2235, and WW2235).

                     City of McKinney’s engineering staff recommends awarding DDM Construction Corporation the construction contract for the Lela, Jones, Foote, and Bradley Street Infrastructure Improvements Project.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes the City Manager to rescind and repeal Resolution No. 2024-07-115(R) awarding a contract to Western Municipal Construction of Texas, LLC, and to execute a contract and all necessary change orders with DDM Construction Corporation for an amount not to exceed $6,660,000.

                     Funding for the contract with DDM Construction Corporation is included in the Capital Improvements Program (ST2134, WW2134 and WA2134)

o                     ST2134 (Fund 21) - $4,251,000 (63.8%)

o                     WW2134 (Fund 20) - $1,068,000 (16.1%)

o                     WA2134 (Fund 20) - $1,341,000 (20.1%)

                     With the approval to rescind the contract with Western Municipal Construction of Texas, LLC and award a construction contract with DDM Construction Corporation, the following fund balances will remain in each respective project.

o                     $341,468.18 will remain in Project ST2134.

o                     $30,766.30 will remain in Project WW2134.

o                     $75,188.80 will remain in Project WA2134
