RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• The Resolution authorizes the City Manager to execute an amended professional services contract with Kimley Horn and Associates, Inc. in order to perform additional public outreach, land use and transportation planning and other associated services in support of the 10-Year Comprehensive Plan Update (known as the ONE McKinney 2040 Comprehensive Plan).
• The contract for the ONE McKinney 2040 Comprehensive Plan Update was first authorized by City Council in June 2015 and was recently amended in February 2017 to include fiscal modeling and limited transportation modeling in light of recent discussions regarding US 380 and regional transportation.
• However, based on recent developments in regional mobility initiatives, additional public outreach, land use and transportation planning is still needed to evaluate and capture the potential implications of regional transportation decisions on the ONE McKinney 2040 Comprehensive Plan.
• Specifically, the proposed amended professional services contract allows the project team to perform additional public outreach activities and necessary land use and transportation updates as progress is made on the TxDOT US 380 Feasibility Study. Based on the anticipated timing of the TxDOT US 380 Feasibility Study, Staff expects that these additional activities and tasks will be carried out over the next 12 to 18 months.
• To carry out these additional tasks, Staff has reached an agreement with Kimley-Horn and Associates on a Modified Scope of Services.
• In general, the modified scope includes the following additional activities:
o Three (3) public outreach events;
o Additional interactions with the City Council-appointed Comprehensive Plan Advisory Committee (CPAC); and
o Economic analysis of roadway infrastructure decisions.
BACKGROUND INFORMATION:
• A Comprehensive Plan is a statement of the community’s vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.
• A Comprehensive Plan focuses on outlining a physical plan and business plan for the City. It is typically comprised of a number of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.
• Upon adoption, a Comprehensive Plan provides the basis for Zoning and Subdivision Regulations. The plan should also be referred to in capital improvement planning, zoning changes, annexation actions, and other choices made by the City.
• The current McKinney Comprehensive Plan was adopted in 2004 after a lengthy public input process and planning effort. When the 2004 Comprehensive Plan was adopted, the McKinney population was roughly 86,000. Today, the City is home to over 168,000 people. With this significant growth comes a change to the physical environment around us and the needs and desires of the community.
• On June 16, 2015, City Council approved a project scope and contract with Kimley-Horn and Associates for professional services in support of an update to the Comprehensive Plan.
• On February 7, 2017, City Council approved an amendment to the project scope and contract with Kimley-Horn and Associates for additional transportation and fiscal modeling in support of the ONE McKinney 2040 Comprehensive Plan.
FINANCIAL SUMMARY:
• The original Professional Services Contract with Kimley-Horn included a lump sum fee amount not to exceed $648,400.
• The First Amended Professional Services Contract increased the lump sum fee to an amount not to exceed $670,377, which was an increase of approximately $22,000 from the original contract. Funding for the first amendment came from the existing budget for the comprehensive plan update.
• This Second Amended Professional Services Contract increases the lump sum fee to an amount not to exceed $825,400, which is an increase of approximately $155,000 from the First Amended Professional Services Contract.
• In an associated item on tonight’s agenda, Staff is requesting a budget amendment which would increase the total budget for the ONE McKinney 2040 project by $160,000 for the following:
o an additional $155,000 for Professional Services provided by Kimley-Horn and Associates, Inc.; and
o $5,000 to carry out technical, support, outreach, and marketing activities associated with the expanded scope.
• Funding for this project is proposed to come from the General Fund Balance.
