RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $1,658,135, as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. to provide professional engineering services for the Citywide Inflow & Infiltration Sewer Basin Monitoring Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,820,000.
BACKGROUND INFORMATION:
• The City of McKinney wastewater collection system consists of approximately 810 miles of gravity sewers.
• The City has previously deployed flow meters at twenty-six (26) sites and rain gauges at three (3) sites. The City plans to continue metering at existing sites to enable the City to compare inflow and infiltration (I/I) over time in addition to adding four (4) flex flow meters to be used to further split up individual basins with high I&I to target the problematic areas of the wastewater system.
• Continuing the long-term sewer flow monitoring program allows the City to identify sources of I/I in the sewer system, deploy targeted I/I reduction strategies, and quantify the success of various I/I reduction strategies.
• The information obtained from the wastewater flow monitoring data will be used to determine estimated quantities for Sanitary Sewer Evaluation Survey (SSES) activities performed by the Public Works Department. The SSES activities include CCTV investigation, manhole inspection, and other methods aimed at identifying locations of system defects allowing the excessive I&I to be introduced into the system.
• North Texas Water Municipal District (NTWMD) plans to increase wastewater treatment costs within the next 10 years and this program will help to tighten up the Cities system to reduce treating non-sewer generated wastewater from inflow and infiltration water sources.
• Freese and Nichols, Inc. (FNI) submitted a response to 24-47RFQ for On-Call Utility Design Services. They were one of sixteen (16) firms shortlisted by City Council on September 17, 2024.
• Staff has negotiated a scope and fee from Freese and Nichols, Inc. for professional engineering services in the amount of $1,658,135. Their scope includes the following elements:
o Basic Services (Flow Meter Program Management, Flow Monitoring Data Analysis)
o Special Services (Temporary Flow Meter and Rain Gauge Deployment)
• FNI will track and monitor the flow meter data for anomalies throughout the flow monitoring period. FNI will update calculations within the ADS SLiiCER software on a monthly basis to track trends. FNI will also develop a one- to two-page summary of flow monitoring trends each month based on analysis from the PRISM and SLiiCER software packages developed by ADS. The summary will be submitted to City staff electronically in PDF format. The summary will include observations and analysis such as:
o I/I rankings by basin
o Significant change in I/I observed per basin
o Recommendations for targeted metering based on recorded I/I
o Summary of observed rainfall events
• This is a three (3) year program with monthly reports and meetings of findings, summarizing the approach, basis, findings, and recommendations for potential relocation of flow meters and rain gauges for future program year(s).
• Staff is requesting approval of a not to exceed (NTE) amount of $1,820,000 in the event minor adjustments in the project scope are required.
• Flow meters are expected to be deployed in February 2025.
FINANCIAL SUMMARY:
• The Resolution authorizes a professional services contract and any necessary supplemental agreements with Freese and Nichols, Inc. for an amount not to exceed $1,820,000.
• With the approval of this item $10,000 will remain in WW2334.
