RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a construction agreement with RNDI Companies, Inc. to provide asbestos abatement and demolition services related to the old City Hall and Development Services Buildings Demolition Project (Project No. FC2630).
• The selected firm, RNDI Companies, Inc., submitted a proposal to provide asbestos abatement and demolition services for an amount of $395,237 for the old City Hall and Development Services Demolition Project.
BACKGROUND INFORMATION:
• On January 16, 2026, Procurement Services issued a Request for Proposals (26-30RFP) for Demolition and Asbestos Abatement Services on behalf of the Public Works Department. The purpose of this RFP is to secure a qualified vendor to provide demolition and asbestos abatement services for the removal of the former City Hall and Development Services buildings.
• Out of the 612 eProcurement invitations, nine (9) proposals were received and opened on February 12, 2026. Two (2) proposals were deemed non-responsive for failing to acknowledge the addendum, and one (1) proposal was deemed to be non-responsive as it included only asbestos abatement services.
• A committee comprised of staff from Public Works and Procurement Services reviewed and ranked the response based on the following criteria:
o Firm and Individual Qualification
o References
o Capacity to perform Work
o Pricing
• Based on the results of the evaluated proposals, the evaluation team has recommended the award of this contract to RNDI Companies, Inc., Rockwall, Texas.
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute an agreement for asbestos abatement services and demolition services, including potential changes to that scope of services with RNDI Companies, Inc. for an amount not to exceed $434,237 which includes an owner’s contingency of $39,000.
• Upon approval of this item, $502,424 will remain in project FC2630.
