ITEM SUMMARY: 

 

                     This item authorizes the City Manager to enter into a roadway impact fee agreement with TMPG HIGHLAND LAKES, LLC, for the construction of Bloomdale Road, Stonebridge Drive, and Ridge Road, and dedication of right-of-way, generally located on the north side of Bloomdale Road and west side of Ridge Road.

 

                     In conjunction with the Highland Lakes Phase 5 Development (approximately 135.60 acres), the applicant is required to construct two lanes of Bloomdale Road (extending approximately 1,944 linear feet), and two lanes of Stonebridge Drive (extending approximately 2,370 linear feet). The applicant is required to dedicate the right-of-way along the Phase 5 Property frontage, which is approximately 1,037 linear feet of Bloomdale Road and approximately 1,515 linear feet of Stonebridge Drive. The roadway improvements and right-of-way dedication are roadway impact fee credit eligible and shown on the attached roadway exhibit.

 

                     In conjunction with the Highland Lakes Phase 3 Development (approximately 141.81 acres), the applicant is required to construct two lanes of Ridge Road (extending approximately 2,513 linear feet). The applicant is required to dedicate the right-of-way along the Phase 3 Property frontage, which is approximately 1,962 linear feet of Ridge Road. The roadway improvements and right-of-way dedication are roadway impact fee credit eligible and shown on the attached roadway exhibit.

 

                     Due to the roadway improvements generating greater vehicle-miles of supply than necessary to serve the Phases 3 and 5 developments, the City agrees to grant Developer impact fee credits in conjunction with the acceptance of the roadway improvements.

 

                     Following the Developer’s dedication of right-of-way and City acceptance of Phase 5 roadway improvements, the Developer shall receive roadway impact fee credits of 270.00 development units for Phase 5 and 14.99 development units for Phase 3.

 

                     Following the Developer’s dedication of right-of-way and City acceptance of Phase 3 roadway improvements, the Developer shall receive roadway impact fee credits of 162.73 development units for Phase 3.

 

BACKGROUND INFORMATION: 

 

                     An associated final plat for Highland Lakes Phase 5 (PLAT2025-0059) has been approved and filed. An associated final plat for Highland Lakes Phase 3B (PLAT2026-0015) has been approved and may be filed once all required public improvements have been installed and accepted by the City.

 

FINANCIAL SUMMARY: 

 

                     As proposed in the agreement, the construction of 2 lanes of Bloomdale Road (approximately 1,944 linear feet), Stonebridge Drive (approximately 2,370 linear feet), and Ridge Road (approximately 2,513 linear feet), will allow the roadway impact fees for up to 270 residential lots within Highland Lakes Phase 5 and 177.72 residential lots within Highland Lakes Phase 3 to be waived (estimated value of $2,007,576.48).
