ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $678,920 with Infra Construction, LLC, for construction services for the Wattley Park Stream Bank Stabilization Project (CIP project number DR2118) and authorizes all necessary change orders thereto for an aggregate contract amount, inclusive of any change orders, not to exceed $820,000.
BACKGROUND INFORMATION:
• Wattley Park is a community park east of Throckmorton St south of US 380.
• In the 1950’s and 1960’s, prior to City ownership of the park, the southeastern portion of the property near the creek was used as an undocumented landfill.
• In 2000, McKinney was made aware of the abandoned landfill and entered the property into Voluntary Cleanup Program (VCP) with the Texas Natural Resource Conservation Commission (now Texas Commission on Environmental Quality or TCEQ).
• Since that time, McKinney has been performing inspections and monitoring activities to verify the landfill has caused no adverse impacts to the creek or to surrounding properties.
• McKinney is now seeking closure of this VCP site based on specific conditions set forth by TCEQ. Part of the closure process requires the installation of more permanent armoring of the creek to prevent erosion in the future. This project will install creek armoring and make the site ready for closure with the VCP.
• Kleinfelder, Inc, prepared the construction plans for the creek armoring improvements.
• Based on those plans the City recently issued an invitation for bids (City bid number 26-55ITB) from qualified contractors for construction services.
• Ten (10) bids were received by Procurement Services on June 4, 2026. The following is a summary of the bids:

• Infra Construction, LLC, submitted the low bid in the amount of $678,920.
• Infra Construction, LLC, submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation from Kleinfelder, Inc.
• Contract documents require that this project be substantially complete within 180 days after issuance of the Notice to Proceed, which is expected in July 2026. Construction is, therefore, expected to be complete in early 2027.
• Closure of the VCP will be sought from TCEQ soon after construction is complete.
FINANCIAL SUMMARY:
• This resolution authorizes a contract and all necessary change orders with Infra Construction, LLC, for an amount not to exceed $820,000.
• Funds are available in the City CIP under project number DR2118.
