ITEM SUMMARY:
• Staff seeks City Council authorization for the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. for the McKinney National Airport Master Plan Update (AI2501).
BACKGROUND INFORMATION:
• The City is seeking to update its Airport Master Plan and Airport Layout Plan (ALP) for McKinney National Airport (TKI), a project required to guide the Airport’s development, plan for the introduction of commercial passenger service beginning in late 2026, and maintain the Airport’s eligibility for federal funding.
• The City issued RFQ 26-34RFQ on December 5, 2025, for TKI Master Planner On-Call Services, advertised in the McKinney Courier Gazette, posted on McKinney TV, and sent to 547 suppliers.
• Four firms submitted responses by January 8, 2026. An evaluation committee comprised of Airport, City Manager’s Office, and Planning staff scored the responses based on Firm Qualifications and Experience (45 points), Capacity to Perform Work (30 points), References (20 points), and Submittal Completeness and Conformance (5 points).
• Kimley-Horn received the highest overall score of 93.5. Based on these results, the evaluation team recommends award to Kimley-Horn, and Council action is needed to authorize the City Manager to execute the resulting Professional Services Agreement.
• Kimley-Horn and Associates, Inc. will serve as the prime consultant, with Garver, Aviatrix Communications, White Hawk Engineering, and W-J Advisors serving as subconsultants. City departments involved include the Airport, City Manager’s Office, and Planning. The FAA will also review and approve key elements of the Master Plan and ALP throughout the process.
• Upon Council approval, the Agreement will be executed contingent upon receiving the allocated FAA Airport Infrastructure Grant funding. The Master Plan Update will commence shortly thereafter and continuing over a multi-year effort consisting of ten technical tasks, including FAA review periods for the forecast, Master Plan Report, and ALP Drawing Set.
FINANCIAL SUMMARY:
• The total not-to-exceed cost of the Professional Services Agreement with Kimley-Horn is $1,886,980.
• The project is funded through a combination of federal grant funds and City funds appropriated under Project AI2501.
• Funding sources are a $1,362,000 FAA Airport Infrastructure Grant (IIJA) and a $524,980 local match/City contribution, which together fund the required 5% local match and the remaining portion of the Master Plan Update.
• A budget amendment was signed on July 7th appropriating the remaining IIJA funding for the Airport to Project AI2501.
• Funding for the local match and additional project scope is currently appropriated in Project AI2501.
