RECOMMENDED ACTION:
• Staff recommends Council approve this Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with A&C Construction, Inc. of Irving, Texas for the construction of Towne Lake Phase 1C, which includes the Bob & Barbara Tomes Dog Park and Play Zone (PK4393) for a total contract amount not to exceed $7,900,000.
• Staff, along with LJA Engineering support, recommends awarding the construction bid to A&C Construction, Inc. in an amount of $7,512,590 along with a $387,410 contingency for a total not to exceed amount of $7,900,000.
BACKGROUND INFORMATION:
• These proposed improvements will complete the Dog Park and Play Zone of the Towne Lake Master Plan, converting the land (46.64 acres) between the Senior Recreation Center and Grady Littlejohn Sports Complex into dedicated areas for large and small dog play spaces, each featuring an agility course and a centrally located dog splash pad. Additionally, the project will include a two parking lots, a food truck area, restrooms, multiple pavilions with seating, a championship horseshoe course, and two sand volleyball courts. It will also feature hike and bike trails with covered seating along the paths, a pedestrian bridge, and lighting throughout the park.
• The City issued a Request for Competitive Sealed Proposals (26-12CSP) to solicit responses from qualified contractors for the Construction of the Bob & Barbara Tomes Dog Park and Play Zone at Towne Lake.

• Out of 628 supplier notifications, six (7) proposals were received and opened by Procurement Services on May 28, 2026.
• An evaluation committee comprised of city staff and TNP staff reviewed and ranked the respondents based on the following criteria
o Proposal Price - 30 points
o Offeror’s Narrative Approach - 30 points
o Contractor and Subcontractor Qualifications - 40 points
• The evaluation committee recommends awarding a contract to the highest ranked respondent, A&C Construction, Inc.
• A&C Construction, Inc., completed the Wilson Creek Trail Project and recently awarded the construction contract for the Erwin Park Improvements.
• LJA Engineering completed the design of these improvements and the Towne Lake Master Plan.
FINANCIAL SUMMARY:
• This project (PK4393) is a FY25-26 Capital Improvements Program funded by MCDC, parkland dedication, and bond funds.
• Upon approval of this item and accompanying materials testing contract, $5,145,877 will remain in PK4393.
BOARD OR COMMISSION RECOMMENDATION:
• The Parks, Recreation and Open Space Advisory Board recommended approval of the resolution at the July 9, 2026, meeting.
