RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract with Aerocloud Systems Inc. for the McKinney National Airport Commercial Terminal Common Use System, for a total contract amount not to exceed $426,186.18.
BACKGROUND INFORMATION:
• The scope of the project is to provide a complete solution for common use passenger processing including equipment, software, installation, support and maintenance.
• The new facility will be a 46,000 square foot passenger terminal with four (4) gates and airlines will be launching services at TKI in November of 2026.
• The City issued a Request for Proposals (26-35RFP) to solicit responses from qualified contractors for the Airport Common Use System.

o Posted on McKinney TV
o 478 Supplier Notifications which included historically underutilized businesses (HUB) suppliers.
• Out of 478 supplier notifications, three (3) proposals were received by Procurement Services on Friday, March 6, 2026.
• An evaluation team comprised of employees from the Airport, City Manager’s Office, Information Technology, and Procurement Services reviewed the proposals based on the following criteria:
o Pass/Fail: Cloud based
o Pass/Fail: CUPPS certification
o Pass/Fail: 24/7 support
o Pass/Fail: COTS solution
o 30 Points: Cost
o 10 Points: Technical Functionality
o 25 Points: Schedule/Implementation Plan
o 20 Points: Experience
o 15 Points: Support
• Aerocloud Systems Inc. was determined to be the top ranked firm after evaluations were completed.
• The contract will be a fiver year term with a not to exceed amount of $426,186.18. The pricing for each year is as follows:
o Year 1 = $165,396.06
o Year 2 = $63,274.00
o Year 3 = $63,274.00
o Year 4 = $65,804.96
o Year 5 = $68,437.16
FINANCIAL SUMMARY:
• Year 1 ($165,396.06) will be funded from CIP project AI2250.
• The remaining contract costs will be included in the Airport’s operating budget in the applicable future fiscal years.
• Upon approval of this item, $2,037,721 will remain in AI2250.
