RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
The attached ordinance proposes updates to Airport fees in Appendix A (Schedule of Fees), including:
• Scheduled Air Carrier Rates (Secs. 30-50 through 30-59): New sections establishing rates and charges for scheduled air carriers, including ground support equipment fuel and access fees, terminal parking lot fees, truck fee, fuel flowage fees, fuel hookup fees, remain-overnight (RON) aircraft parking and gate use fees, per-enplanement fees, and terminal space rentals.
• Aircraft Landing Fee Program (Sec. 30-69): New landing fee program for all aircraft 1,000 lbs MLW or greater, with defined exemptions for government, based, leased, and MRO-scheduled aircraft.
• Foreign Garbage Disposal Fee (Sec. 30-70): New per-bag fee for international flight garbage collection.
• U.S. Customs Fee (Sec. 30-71): New hourly fee to recover costs of clearing aircraft, crew, and passengers, with an additional after-hours fee.
• Miscellaneous Fees (Sec. 30-86): Updated rates commercial lavatory and cleaning services provided by the Airport.
• Leases (Sec. 30-175): Updated per square foot rates for T-Hangars and Airport Community Hangars.
• FBO and Self-Fueling Rates (Sec. 30-205): New fuel pricing structure for Jet-A and AvGas, including per-gallon markups and volume-discount tiers for FBO and self-fueling operators.
BACKGROUND INFORMATION:
• Secs. 30-50-30-59: Establishes new sections for rates and charges applicable to scheduled air carriers conducting commercial passenger or cargo operations at McKinney National Airport. Rates apply to Non-Signatory Carriers, except where a rate is established by an executed Airline Use and Lease Agreement.
• Sec. 30-69: Establishes an Aircraft Landing Fee Program, effective September 1, 2026, consistent with the City's obligations under applicable FAA grant assurances, to supplement costs incurred for airport maintenance and operation.
• Secs. 30-70 and 30-71: Establishes new foreign garbage disposal and U.S. Customs fees to recover costs associated with servicing international flights at the Airport.
• Sec. 30-86: Updates miscellaneous service rates to align with current market rates.
• Sec. 30-175: Updates to hangar square foot rates to accommodate for market rent analysis trends.
• Sec. 30-205: Establishes an updated fuel pricing structure, including markups and volume-discount tiers, for both FBO and self-fueling operators.
FINANCIAL SUMMARY:
• Establishing new sections for scheduled air carriers (Secs. 30-50-30-58) and the Aircraft Landing Fee Program (Sec. 30-69) creates new revenue streams to supplement airport maintenance and operations costs, consistent with FAA grant assurance requirements.
• New foreign garbage disposal and U.S. Customs fees (Secs. 30-70, 30-71) allow the Airport to recover costs associated with servicing international flights.
• Updated miscellaneous, facility, and parking fees (Sec. 30-86) and the revised fuel rate structure (Sec. 30-205) ensure cost recovery for airport-provided services and align McKinney National Airport with comparable regional airports and FBOs.
