RECOMMENDED ACTION:
• Staff recommends Council approve the Parking Facilities Management Agreement.
ITEM SUMMARY:
• This item authorizes a Parking Facilities Management Agreement between the City of McKinney and Interstate Parking Company Airports, LLC for management and operation of the airport parking facilities.
• The initial term is three years and two months beginning in 2026, with renewal options. Compensation includes a management fee based on net revenue, a monthly technology fee, and City reimbursement of approved operating expenses.
• The agreement supports implementation of a new parking access and revenue control system for the Airport.
BACKGROUND INFORMATION:
• The City issued a Request for Proposal (26-36RFP) to solicit responses for a Airport Parking Management Program on Feb. 6, 2025.

• Out of 498 supplier notifications, eight (8) responses were received on April 2, 2026.
• An evaluation committee consisting of representatives from the Airport, the City Manager’s Office, and Procurement Services, with advisory support from WJ Advisors, evaluated and ranked the proposals based on the following criteria:
o 20 Points: Company Background, Experience, and References
o 20 Points: Phasing Plan, Implementation Plan, and Final Staffing Plan
o 25 Points: Use of Technology and Staffing
o 20 Points: Cost Proposal and Financial Terms
o 10 Points: Materiality of Exceptions Noted
o 5 Points: Compliance with Submission Format and Forms
o 25 Points: Interview
• The evaluation team shortlisted the respondents and interviewed the top three candidates.

• Based on the results of the evaluation responses and interviews, the evaluation team recommends award to Interstate Parking Company Airports, LLC.

FINANCIAL SUMMARY:
• The Operator will receive a management fee equal to 10% of net revenue up to $1.35 million annually and 4% thereafter, plus a $1,100 monthly technology fee.
