ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute Additional Services Agreement No. 2 to the agreement with Garver, LLC for FY2027 On-Call Engineering Services at McKinney National Airport, increasing the not to exceed amount by $100,000.
BACKGROUND INFORMATION:
• The proposed scope of work will consist of general on-call engineering services, as requested in writing by the City and agreed to by Garver, including:
o Planning and documentation: Capital Improvement Plan (CIP) documents, engineer’s opinions of probable cost for infrastructure and development alternatives, conceptual development layouts based on current FAA standards, planning services, and Safety Management System (SMS) documents
o Regulatory submittals and support: FAA Form 7460-1 for proposed on-airport improvements, Stormwater Pollution Prevention Plan (SWPPP) documents to the Texas Commission on Environmental Quality (TCEQ) for projects over one acre of disturbed area, and Part 139 support services
o Field and technical services: field surveys, geotechnical services, pavement designs using FAA’s FAARFIELD software, and plans and services to support maintenance and management of airfield erosion control
o Design and construction services: plans, specifications, and front-end bid documents for projects agreed upon by the City and Garver; bidding and construction administration services as needed; and plan reviews for airport development
• Garver, LLC, currently serving as the City’s engineer of record for McKinney National Airport (24-45RFQ), was selected through a formal Request for Qualifications (RFQ) selection process, and the scope of the project falls within the RFQ criteria.
• Garver will be paid on an hourly rate basis in accordance with its June 2026 - June 2027 rate schedule (Appendix A to the proposal), plus reimbursable expenses. Subconsultant fees are billed at direct cost plus 10 percent, and rates increase annually with the first increase effective on or about June 1, 2027.
FINANCIAL SUMMARY:
• Total contract cost is a not to exceed amount increasing by $100,000, from $130,000 to $230,000.
• Funding is currently appropriated in the McKinney National Airport operating budget.
