Parkhill submitted a proposal to provide surveying services for the referenced project for $98,560.

BACKGROUND INFORMATION:

On January 20, 2026, the City Council approved the purchase of 111 acre site on the east side of Lake Forest Road just north of Bloomdale Road. The intended uses of this site include a multigenerational recreation center, water pumping station public works and other civic uses.  In order to maximize the use of the site in the most efficient way possible taking into consideration environmental, traffic, parking, site circulation, utilities, future expansion, phasing emergency access, open space, and other best development practices, the development of an overall master plan for the site is necessary.

On February 3, 2026, the City Council approved an agreement with Parkhill for Master Site Planning for the Multidisciplinary Civic Campus Project (MCC) via Resolution No. 2026-02-011R.

Parkhill is a professional services firm based in Texas that provides architectural, engineering and multidisciplinary design services with offices in Oklahoma and New Mexico that provide professional services in planning for a wide variety of project types.

Parkhill submitted a response to RFQ No. 25-06 for Architect and Engineering Services and was one of five firms shortlisted by City Council on May 6, 2025, via Resolution No. 2025-05-063.

FINANCIAL SUMMARY:

The funding for this agreement is budgeted in the General Fund and the Water/Wastewater Fund.

o                     The total change order amount of $107,560 consists of Parkhill’s survey services at $98,560 plus $9,000 owner’s contingency. This change order amount will be split funded between two funds with $53,780 in both the General Fund and the Water/Wastewater Fund.
