RECOMMENDED CITY COUNCIL ACTION: Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to enter into a contract with Standard Insurance Company to provide Life Insurance, Accidental Death & Dismemberment (AD&D), and Long-Term Disability Benefits for City employees.

 

BACKGROUND INFORMATION:

                     The City issued a Request for Proposals, 26-66RFP for Life Insurance, AD&D, and Long-Term Disability Benefits on June 26, 2026.

o                     Advertised in the McKinney Courier Gazette and Celina Record.

o                     Posted on McKinney TV.

o                     331 matching Bonfire supplier notifications.

 

                     In response to all published notices, a total of eight (8) proposals, all responsive and responsible, were received by July 23, 2026.

 

                     An evaluation committee comprised of staff from the City’s Human Resources and Procurement Services Departments, along with representatives from the City’s employee benefits consultant, HUB International, evaluated and scored the proposals based on the following criteria:

 

o                     35 Points                                          Cost Proposal

o                     25 Points                                          Ability to Mirror or Improve Current Contract Terms

o                     20 Points                                           Service, Billing & Administration

o                     10 Points                                          Reputation and References

o                     10 Points                                          Evidence of Insurability (EOI) Process

 

                     Based on the results of the evaluated proposals, the evaluation committee is recommending award and execution of a contract with the top-ranked respondent, Standard Insurance Company, to provide Basic & Supplemental Life Insurance, Accidental Death & Dismemberment (AD&D), and Basic & Supplemental Long-Term Disability Benefits.

 

                     The resulting negotiated contract shall commence on January 1, 2027, and continue for a period of three (3) years with an option for two (2) one-year renewal terms.

                     Cost is approximately $140,000 not including implementation and on-going tech costs.
