ITEM SUMMARY:

The McKinney Fire Department is seeking approval to apply for grant funding from the FY25 Assistance to Firefighters Grant (AFG) program to purchase a heavy technical rescue (HTR) apparatus for the McKinney Fire Department’s Technical Rescue Team. An HTR apparatus is a specialized vehicle that carries advanced tools and equipment for use in nonstandard firefighting response situations, or technical rescues, such as search and rescue, structural collapse, confined spaces, rope rescues, and swift water operations.

BACKGROUND INFORMATION:

The AFG grant program is a highly competitive grant program that in FY2025 is allocating approximately $291,600,000 in federal funding to equip and train emergency personnel with no more than 25% to be awarded for emergency vehicle acquisition.

The McKinney Fire Department currently transports its technical rescue equipment in a 20-year-old repurposed pumper truck that lacks sufficient capacity for all its technical rescue equipment.

FINANCIAL SUMMARY:

                     Requesting $1,200,000 in grant funds.

A 10% match is required by the grant, if awarded. However, a match of 25%, or $400,000, is recommended to help improve the application’s competitiveness for a total grant budget of $1,600,000.
