RECOMMENDED CITY COUNCIL ACTION: Approve the Resolution
ITEM SUMMARY:
The Resolution authorizes the City Manager to request and accept grant funding from the North Central Texas Council of Governments (NCTCOG) to support the installation of public EV charging stations on City-owned properties.
BACKGROUND INFORMATION:
• The NCTCOG Electric Vehicle Charging Infrastructure Grant expands access to the expansion of publicly accessible EV charging across the region.
• McKinney’s application proposes two charging stations (two charging ports each) at six sites for a total of twenty-four charging ports, at the following City-owned properties:
o Gabe Nesbitt Baseball Complex
o Apex Center
o John & Judy Gay Library
o McKinney National Airport (General Aviation Terminal)
o McKinney Parking Structure (Virginia and Chestnut)
o Sheraton McKinney Hotel (City Parking Lot)
• These installations will build on the public EV charging stations that are currently operational at City Hall, Roy & Helen Hall Memorial Library and Senior Recreation Center.
• The City adopted Ordinance No. 2024-10-082, which established user fees for charging at City-owned EV stations.
• The reimbursable grant covers up to 80% of installation costs and 20% of operations and maintenance costs over five (5) years. The remaining installation costs will be funded by EV charging station providers, coordinated by NCTCOG.
• The City will be responsible for the balance of operating costs for a minimum of five (5) years. No direct City matching funds are required. NCTCOG will administer procurement, agreements and reimbursement and compliance monitoring.
• Kimley Horn, under contract with NCTCOG, has developed preliminary plans with input from City staff.
• The City will provide installation sites, manage vendor contracts, retain ownership of the stations, and ensure ongoing operations.
• Vendors will install equipment, meet uptime and reporting standards, contribute cost share, and may enter revenue-sharing agreements with the City. The project advances McKinney’s infrastructure and sustainability goals, enhances public amenities, and meets growing community demand for EV charging.
FINANCIAL SUMMARY:
• The grant funding request is expected to be approximately $551,000.
• No City match is required.
• Ongoing operations will be supported through a combination of grant funding, vendor cost-sharing, and City resources.
