ITEM SUMMARY:
• McKinney National Airport is requesting approval to execute all the necessary documents to apply for, and if awarded, accept grant funding from the Federal Aviation Administration’s Fiscal Year 2026 Airport Improvement Program (AIP) for Phase II and III professional planning and design services for the extension of Taxiway C. These services include surveying, geotechnical analysis, design plans for Phases II and III, and bidding services for Phase II construction.
BACKGROUND INFORMATION:
• The basic framework of the current Airport Improvement Program was created in 1982. The AIP provides grants for capital items related to the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). McKinney National Airport is one of about 3,300 NPIAS airports in the country.
• NPIAS airports are entitled to a certain amount of AIP funding annually, based on passenger volume. Discretionary funding is also available at times, at FAA’s approval. FAA reached out to McKinney to seek this funding.
• The FAA has informed the Airport that discretionary funding will be made available for the design of Phases II and III of the Taxiway C Extension Project (AI2721 & AI2722) - deemed an important safety component to the commercial infrastructure on the east side of the airfield.
• Due to the addition of commercial service to McKinney National Airport in the next fiscal year, AIP funding will now flow directly from the FAA rather than through the Texas Department of Transportation, requiring staff to become familiar with new procedures.
FINANCIAL SUMMARY:
• Requesting approval to apply for $2,736,000 in grant funds and, if awarded, provide the required 10% local match of $304,000 for a total project budget of $3,040,000.
• These funds will be included as a new project in the FY2027-2031 Capital Improvement Program for the Airport Construction Fund.
• Funds will be appropriated in Project AI2721 for planning and design of Phases II and III and construction of Phase II. Funds will be appropriated in Project AI2722 for Phase III construction.
