RECOMMENDED ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a professional services agreement with Parkhill, Smith & Cooper, Inc. to provide architectural and engineering (A/E) services related to the design of the North Recreation Center.
• The selected architectural and engineering consultant team, Parkhill, Smith & Cooper, Inc. submitted a proposal to provide design services for the project.
o Parkhill was awarded as one of the City’s pool vendors for A&E Services for Facilities Construction through RFQ 25-06RFQ.
• The project envisions an approximately 85,600 square foot facility that includes indoor aquatics, fitness and wellness, gymnasium and active recreation spaces, community rooms, locker and changing facilities, administrative and operational areas, and a 10-lane competition pool.
BACKGROUND INFORMATION:
• On January 20, 2026, Council approved the purchase of 111 acres on the east side of Lake Forest and north of Bloomdale to be utilized as a civic campus that will include a multigenerational recreation center, water pumping station, public works and other civic uses.
• Parkhill, Smith & Cooper, Inc. was authorized by Council on February 3, 2026, to provide master planning services for these intended uses, which will coincide with the feasibility study for the recreation center.
• An update on the Feasibility Study will be provided to City Council at the August 18, 2026 meeting.
• Contractual obligations on the land purchase require construction drawings to be completed by October of 2027.
FINANCIAL SUMMARY:
• The funding for this agreement is budgeted in PK2520 and includes bonds and parkland dedication monies.
o The total not to exceed amount is $7,250,000 which includes an owner’s contingency of $305,500.
• Upon approval of this item, $12,750,000 will remain in the project, with additional bond issuances tentatively planned for FY27 & FY28.
BOARD OR COMMISSION RECOMMENDATION:
• The Parks and Recreation and Open Space Board voted unanimously to approve this recommendation at their August 13, 2026 meeting.
