                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Maya Underground Contractors, LLC, for the Construction of the Aerial Wastewater Crossing Improvements (US380 & Throckmorton St) (CIP Project WW4348) & Railroad Crossing Improvement Project (CIP Project WW2338) for a total contract amount not to exceed $1,650,000.

 

BACKGROUND INFORMATION:

                     The Capital Improvements Program (CIP) includes recurring programmed funding for major repairs and/or replacements of existing wastewater aerial crossings and Public Works Wastewater mains Improvements.

                     CIP Project WW4348 includes funding for the aerial wastewater crossing improvements near the intersection of US 380 and Throckmorton Street and CIP WW2338 includes FY23 funding for Railroad wastewater crossing improvements at US380.

                     CIP Project WW4348 will include replacement of existing 12-inch wastewater main beginning from approximately 400 feet west of the US 380/Throckmorton Street intersection, then across Throckmorton Street, then to approximately 250 feet east of the US 380/Throckmorton Street intersection. Replacement will include approximately 150 feet of the aerial creek crossing west of Throckmorton Street.

                     The project also includes improvements of existing 4-inch wastewater lines located in an adjacent alley easement between Throckmorton Street and Canal Street, abandoning the existing wastewater line by rerouting the individual property’s wastewater service lines to the existing service line(s) located in Throckmorton Street and Canal Street.

                     CIP Project WW2338 will include the replacement of approximately 130 linear feet of 10-inch sewer line at the railroad crossing north of US380.

                     RJN Group, Inc., prepared the construction plans for the Aerial Wastewater Crossing Improvements (US380 & Throckmorton St) (CIP Project WW4348) & Railroad Crossing Improvement Project (CIP Project WW2338)

                     The City issued an Invitation to Bid (25-09ITB) to solicit responses from qualified contractors for the Construction of Aerial Wastewater Crossing Improvements (US380 & Throckmorton St) (CIP Project WW4348) & Railroad Crossing Improvement Project (CIP Project WW2338) Project.

 

o                     Advertised in the McKinney Courier Gazette and Celina Record.

o                     Posted on McKinney TV.

o                     6,134 matching Bonfire Supplier Notifications which included ten (10) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 6,134 supplier notifications, three (3) bids were received and opened by Procurement Services on July 24, 2025. The following is a summary of the bids:

                     Maya Underground Contractors, LLC submitted the low bid in the amount of $1,170,590.00 for Base Bid plus alternate A, and $1,186,784.00 for Base Bid plus alternate B for WW4348, and $238,902 for Base Bid plus alternate A, and $239,452 for Base Bid plus alternate B for project WW2338. Alternate B has been selected for award. The total contract amount for Alternate B for both projects (WW4348 and WW2338) is $1,426,236.

                     Maya Underground Contractors, LLC submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation from RJN Group, Inc.

                     The contract documents require that this project be substantially completed within 180 calendar days after the issuance of Notice to Proceed, which is expected to be issued in October 2025. Construction is expected to be completed by April 2026.

 

FINANCIAL SUMMARY:

                     This resolution authorizes a contract and all necessary change orders with Maya Underground Contractors, LLC, for an amount not to exceed $1,650,000.

                     With the approval of this item, $161,618.89 will remain in WW4348 & $0.11 will remain in WW2338.
