RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with J.C. Commercial, Inc. of Lewisville, Texas for the construction of the Mary Will Craig Improvement Project (PK1831- Park Updates) for a total contract amount not to exceed $2,698,064.42.

 

                     City staff worked with Dunaway and Associates, Inc. on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with Dunaway and Associates, Inc. support and recommend awarding the construction bid to J.C. Commercial, Inc. in an amount of $2,573,064.42 along with a $125,000 contingency for a total not to exceed amount of $2,698,064.42. (Includes base bid + add alternate 1 and 2 + contingency).

 

BACKGROUND INFORMATION:

                     The Mary Will Craig Park improvements will include a new expanded playground and skate spot area with a centralized basketball court, updated baseball diamond, additional track and trail loop, entry signage, improved flat work, new landscaping, new pavilion, and site furnishings.

 

                     The project was bid with 2 possible add alternates.

o                     Alternate 1: Shade Structures

o                     Alternate 2: Portalet Enclosure

 

                     The City issued Invitation to Bid 22-08CC, Construction of Mary Will Craig Park on November 21, 2021.

o                     Advertised in McKinney Courier Gazette

o                     Posted on McKinney TV

o                     1083 matching eBid Supplier Notifications

o                     44 Historically Underutilized Business (HUB) Vendors were notified.

 

                     In response to all notices published, three (3) bids were received on December 9, 2021, from:

o                     J.C. Commercial, Inc

o                     North Rock Construction LLC

o                     Northridge Construction Group

 

                     Upon approval, construction should begin in January 2022 with a 273-day contract schedule.

 

                      J.C. commercial is currently working on the Finch Park Phase 5 improvement project.

 

FINANCIAL SUMMARY: 

                     The Mary Will Craig Improvement Project (PK1831) is a FY21-22 Capital Improvements Program funded by MCDC funds, parkland dedication monies and bond monies.

 

                     Upon approval of this item as well as two other items on this agenda that are utilizing funds from PK1831-Park Updates, $6,007,607.03 will remain the project.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On December 9th, 2021, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
