RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with C. Green Scaping, LP of Ft. Worth, Texas for the construction of the Gabe Nesbitt Practice Field and Apex Center Open Area (PK 2554) for a total contract amount not to exceed $1,180,000.00.

 

                     City staff worked with Studio Outside, LLC on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with Studio Outside, LLC support, recommends awarding the construction bid to C. Green Scaping, LP in an amount of $1,100,149.24 along with a $79,850.76 contingency for a total not to exceed amount of $1,180,000.00.

 

 

BACKGROUND INFORMATION: 

                     The proposed project will include constructing a practice field and two monument signs at Gabe Nesbitt Park and a lighted, fenced-in open area at the Apex Center.

                     The City issued a Request for Competitive Sealed Proposals (25-14CSP) to solicit responses from qualified contractors for the Construction of the Gabe Nesbitt Practice Field and Apex Center Open Area.

o                     Advertised in the McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     8611 matching Supplier Notifications which included fifty-two (52) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 8611 supplier notifications, seven (7) proposals were received and opened by Procurement Services on April 17th, 2025.

 

                     Pace Turf Solutions was classified as non-responsive, leaving six (6) proposals to be evaluated.

 

                     An evaluation committee comprised of city staff reviewed and ranked the respondents based on the following criteria

o                     Proposal Price - 50 points

o                     Offeror’s Narrative Approach - 30 points

o                     Contractor and Subcontractor Qualifications - 20 points

 

                     The evaluation committee recommends awarding a contract to the highest ranked respondent, C. Green Scaping, LP.

 

FINANCIAL SUMMARY: 

                     This project (PK2554) is a FY24-25 Capital Improvements Program funded by MCDC and parkland dedication funds.

 

                     There is an accompanying item on the agenda for a budget amendment associated with this project.

 

                     Upon approval of this item, $20,000.00 will remain in PK2554.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On May 8th, 2025, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
