RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a supplemental agreement with Grantham & Associates, Inc. for additional professional consulting engineering services for the College, Hunt, Davis & Church Street Infrastructure Improvements Project (CIP Projects ST2222, DR2222, WA2222, and WW2222) for an increase in the not to exceed from $790,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $900,000.
BACKGROUND INFORMATION:
• Grantham & Associates, Inc. is currently under contract with the City for professional consulting engineering services related to the College, Hunt, Davis & Church Street Infrastructure Improvements Project (CIP Projects ST2222, DR2222, WA2222, and WW2222).
• The project consists of improvements to underground water and wastewater, street pavement rehabilitation, pedestrian walkways/ADA accessibility, landscaping, stormwater improvements, and other associated street elements for the following streets:
o Hunt Street between College Street and Kentucky Street
o Davis Street between College Street and SH 5 (excluding Church Street to Kentucky Street which includes planned drainage improvements under CIP projects ST2213, DR2213, WA2213, and WW2213)
o Church Street between Hunt Street and Davis Street
o College Street between Lamar Street and Willie Street
• As detailed design have progressed, the following additional services have/will be required which were not included in the original contract:
o Expanded survey, subsurface utility engineering, and design for stormwater improvements from Virginia Street to Davis Street east of College Street.
o Additional property owner and franchise utility coordination associated to the stormwater improvements.
• Construction of the project is expected to begin towards the end of 2024.
• Grantham & Associates, Inc. submitted a proposal for $89,705.00 for the remaining additional services ($858,815.00 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $790,000.
FINANCIAL SUMMARY:
• The Resolution authorizes a supplemental agreement with Grantham & Associates, Inc. for an increase in the not to exceed contract amount from $790,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $900,000.
• Funding for this contract is included in the Capital Improvements Program (ST2222, DR2222, WA2222, and WW2222).
o Project ST2222 - Account 21 - $465,500.00.
o Project DR2222 - Account 62 - $0.00.
o Project WA2222 - Account 20 - $295,000.00.
o Project WW2222 - Account 20 - $139,500.00.
• With the approval of this item, $5,034,500.00 will remain in Project ST2222.
• With the approval of this item, $696,250.00 will remain in Project DR2222.
• With the approval of this item, $2,735,300.00 will remain in Project WA2222.
• With the approval of this item, $1,830,200.00 will remain in Project WW2222.
