RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Ordinance.
ITEM SUMMARY:
• This item is to consider a budget amendment for the ONE McKinney 2040 Comprehensive Plan Update in order to carry out additional planning and outreach activities.
• At the February 20, 2017 City Council Work Session, the Council discussed and considered recent regional mobility initiatives and their impacts on the ongoing ONE McKinney 2040 Comprehensive Plan Update. Specifically, discussions about potential Controlled-Access Facilities (sometimes referred to as Limited Access Roadways (LARs)) have been at the forefront of transportation planning over the last several months.
• Given the implications of these discussions on land use and transportation decisions, as well as economic forecasting, Council generally agreed that these regional mobility initiatives should be considered, evaluated and included as part of the ONE McKinney 2040 Comprehensive Plan Update.
• As such, Staff has outlined an approach with the consultant team that allows for additional public outreach activities as well as land use and transportation updates in general alignment with upcoming regional transportation studies. Based on the anticipated timing of regional transportation studies (i.e. TxDOT US 380 Feasibility Study), Staff expects that these additional activities and tasks will be carried out over the next 12 to 18 months.
• In order to carry out these additional activities, Staff is requesting an additional $160,000 in funding for the ONE McKinney 2040 Comprehensive Plan Update. This would increase the overall project budget for the ONE McKinney 2040 Comprehensive Plan Update to $858,400.
• In an associated item on tonight’s agenda, Staff is requesting approval to execute an amended Professional Services Contract with Kimley-Horn and Associates, Inc. for professional services in support of the expanded project scope. The amended Professional Services Contract increases the lump sum fee to an amount not to exceed $825,400, which is an increase of approximately $155,000 from the existing contract.
• An additional $5,000 is being requested to help carry out technical, support, outreach, and marketing activities associated with the expanded scope.
BACKGROUND INFORMATION:
• A Comprehensive Plan is a statement of the community’s vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.
• A Comprehensive Plan focuses on outlining a physical plan and business plan for the city. It is typically comprised of a number of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.
• Upon adoption, a Comprehensive Plan provides the basis for Zoning and Subdivision Regulations. The plan should also be referred to in Capital Improvement Planning, Zoning Changes, Annexation Actions, and other choices made by the city.
• The current Comprehensive Plan was adopted in 2004 after a lengthy public input process and planning effort.
• On June 16, 2015, City Council approved a budget and project scope in support of an update to the Comprehensive Plan. The public kick-off for the update was held in September 2015.
FINANCIAL SUMMARY:
• The proposed Ordinance amends the Fiscal Year 2016-2017 Annual Budget by appropriating $160,000 from the General Fund balance to provide additional funding for the ONE McKinney 2040 Comprehensive Plan Update, bringing the total overall project budget to an amount not to exceed $858,400.
