RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with Lockwood, Andrews, & Newnam, Inc. to provide additional professional engineering services for the design of the McKinney Ranch Pump Station Improvements Project for an increase in the not to exceed from $1,685,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,850,000.
BACKGROUND INFORMATION:
• Lockwood, Andrews, & Newnam, Inc. (LAN) is currently under contract with the City for design and construction administration services related to the McKinney Ranch Pump Station Improvements Project.
• Construction of the project began in April 2022 and is expected to be completed by October 2024. Manufacturing delays were expected for the precast concrete tilt up wall panels provided in the initial design.
• In an effort to expedite the construction schedule, modifications from precast concrete wall construction to CMU construction with a façade for PS-1 and PS-2 were requested.
• The following additional services have/will be required which were not included in LAN’s original contract:
o Revisions to the construction plans to change from precast concrete wall construction to CMU construction with a façade for PS-1 and PS-2.
o Structural design services to design the CMU walls, design the connections to the PEMB structure, and modify the foundation to accommodate the proposed CMU building.
o Architectural services will include designing and detailing moisture proofing and insulation system for the CMU building to maintain the same or improved performance of the previous building design.
o Ground water lift station (GWLS) improvements for the existing 6 Million Gallon (MG) reservoir as requested by the Public Works Department. The improvements to the existing GWLS are to convert from 230 v to 480 v power supply, provide pump guide rails, and standard floats.
o Additional construction administration support services.
• Lockwood, Andrews, & Newnam, Inc. submitted a proposal for $150,500 for these additional services ($1,719,361 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $1,685,000.
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with Lockwood, Andrews, & Newnam, Inc., for an increase in the not to exceed contract amount from $1,685,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,850,000.
• Funding for this contract is included in the Capital Improvements Program (WA1626).
• With approval of this item, $44,539 will remain in project WA1626.
