RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve the Resolution Authorizing a Contract between the City of McKinney and Dixon Resources Unlimited to Prepare the 2020 Downtown Parking Management Study.

 

ITEM SUMMARY: 

                     The proposed Parking Management Study was proposed and approved as part of the Fiscal Year 19-20 budget. 

 

                     In order to improve utilization of the Downtown McKinney’s existing available parking, the parking study will explore policy recommendations and will complement the citywide wayfinding study that will be conducted concurrently.

 

                     The Downtown Parking Management Study will focus on recommendations that can be implemented that would improve the user experience for residents and visitors to Downtown McKinney. The study will include outreach/workshops for stakeholders; policy recommendations; an implementation plan; and a model for making parking decisions with fiscal implications (such as pricing).  

 

                     Timeline: With a work plan that anticipates an extensive outreach effort, the proposal estimates that the study would be completed in approximately five months. 

 

 

BACKGROUND INFORMATION: 

                     The City issued a request for qualifications (20-36RFQ) to assist the City of McKinney Downtown Parking Management Study.

                     Procurement Services received a total of 7 responses on May 28, 2020.

 

                     After reviewing seven firms’ submittals and interviewing four firms, an evaluation team comprised of three City employees from the Planning Department and McKinney Performing Arts Center (MPAC), ranked the statement of qualifications based on the following criteria:

o                     Past Experience of Firm and Team Members on Comparable Projects - 40 points

o                     Qualifications of Firm and Project Team Members - 25 points

o                     Project Approach - 25 points

o                     Responsiveness of Qualifications - 5 points

o                     Quality Assurance/Quality Control Procedures - 5 points

o                     Interview (if desired) Proposed project team presentation, interaction, communication skills and response to interview questions - 25 points

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes professional services contract with Dixon Resources Unlimited for an amount not to exceed $100,000.

                     The FY 2019-2020 budget includes $100,000 to fund a parking management study to be managed by Department 1241 (Planning Department).
