RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     Safe Streets and Roads for All (SS4A) Action Plan Grant recipients may apply for Planning and Demonstration activities while developing an SS4A-funded Action Plan.

                     Engineering is seeking City Council approval to apply and accept funding if awarded for the three opportunities described below.

o                     Intersection Monitoring Technology Pilot ($540k) - Up to 15 intersections would be selected as part of the safety analytics pilot. The Safety Action Plan currently being developed has drafted a High Injury Network (HIN) <https://devapps.fehrandpeers.com/devportal/apps/experiencebuilder/experience/?id=92b2136684f54d7aaf1f633dc7b16c65> and 22 intersections have been identified. Priority will be given to intersections with red-light running, near-miss, or vulnerable user issues. It is proposed to use three types of technology for this demonstration, each estimated to cost $180k.

o                     Public Engagement ($35k) - A total of 2 citywide events would be hosted to promote bicycle and roundabout safety. 

o                     AI Technology Pilot ($25k) - It is proposed to use AI machine learning to efficiently identify existing pavement markings citywide and support the ongoing pavement marking maintenance program.

 

BACKGROUND INFORMATION: 

                     The SS4A Grant Program is in year 4 of a 5-year program that was put in place by the Biden Administration with $5 billion in funds that can be appropriated between fiscal years 2022 and 2026.

                     The City of McKinney was awarded a $240,000 federal grant in late 2023 to develop a comprehensive safety action plan.

                     The FY25 Notice of Funding Opportunity (NOFO) is open and applications are due June 26, 2025.

FINANCIAL SUMMARY: 

                     The City proposes to apply for the SS4A grant to fund $600,000 worth of safety-related initiatives. There is a minimum 20% local match required for this grant, totaling $120,000.

                     If awarded, a grant agreement will also be required to be executed at a later date formalizing award for the project(s).
