ITEM SUMMARY: 

                     The City of Mckinney receives funding from the U.S. Department of Housing and Urban Development (HUD) for Housing and Community Development activities through the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Program. The 5-year Consolidated Plan is a planning document for the city, enhanced through a participatory process with the public. The Consolidated Plan helps identify housing and community development needs and market conditions to make data-driven investment decisions. HUD determines overall funding allocations under each city’s consolidated plan.

                     In August 2025, the City of McKinney conducted a citizen participation process for the Consolidated Plan, which established the city’s priorities for the next five years:

o                     Goal 1 - Affordable Housing: This goal supports efforts to improve housing conditions for low- and moderate-income households and increase access to affordable housing across the city.

o                     Goal 2 - Homeless Prevention and Services: This goal supports efforts to prevent homelessness and providing assistance to individuals and families currently experiencing homelessness.

o                     Goal 3 - Non-Housing Community Development: This goal includes public services for low- to moderate-income populations and other community investments such as neighborhood improvements, business and workforce support, economic development, or public facility and infrastructure improvements that benefit low- to moderate-income areas or persons.

o                     Goal 4 - Grant Administration: Funding up to the statutory maximum of 20% of total program year grant allocation, for the purpose of supporting all program goals and activities and providing assurance that regulation and program requirements are met, including monitoring of the statutory maximum of 15% of total program year funds allocated to public services.

                     HUD approved the city’s Consolidated Plan and Annual Action Plan in September 2025. The City Manager signed the grant agreements in October 2025.

 

BACKGROUND INFORMATION: 

                     The City of McKinney has participated as a HUD Entitlement Community Since FY 2003, with resources used predominantly to benefit low- to moderate-income households and individuals. The city’s programs are citywide, with a focus on older sectors of the city under census tracts 306, 307, 308, and 309.

                     The CDBG and HOME funds are the primary funding sources under the Annual Action Plan. Eligible public service activities may include, but are not limited to, rent/mortgage/utility assistance for homelessness prevention, counseling, senior services, family assistance and other eligible activities.

 

FINANCIAL SUMMARY: 

                     For the first year (2025-26) of the Consolidated Plan, the city was awarded an allocation of $907,326 in CDBG resources to fund activities including the city’s Housing Rehabilitation, Public Services and Community Development programs, and Grants Administration. In addition, the city was awarded $345,211.31 under the HOME program to assist eligible residents with Tenant-Based Rental Assistance. The city anticipates use of carryover funds from previous years to be used for eligible activities, and to be amended within the city’s FY 2025-26 budget. Funds are used toward activities to benefit eligible McKinney residents within city limits.
