RECOMMENDED ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This resolution will authorize a professional services contract with LJA Engineering to provide planning and engineering services for improvements to Towne Lake Park, for a contract amount of $387,500 and not to exceed $400,000.
• The planned improvements include new parking, playgrounds, shade structures, restrooms, boardwalks, amphitheater, workout stations and shoreline restoration.
• Due to the size and complexity of the project, the design will be broken out into two phases. The first phase, which this contract comprises, consists of various surveys, H&H services, environmental services, schematic design, and architectural renderings.
• The second phase will consist of site planning, construction drawings, LOMR preparation, bid preparation and construction administration. A contract proposal for this phase will be requested for Council’s approval at a future date.
BACKGROUND INFORMATION:
• LJA Engineering, Inc. submitted a response to RFQ No. 25-57 for Professional Landscape Architect Services for Parks CIP Projects. LJA Engineering, Inc. was one of ten firms shortlisted by City Council on December 2, 2025, via Resolution No. 2025-12-196.
• These improvements are consistent with the Master Plan for Towne Lake which will further enhance the park and make it into a premier landmark within the region.
• The Master Plan for Towne Lake was approved in 2020.
• These improvements cover approximately 95% of the master plan.
FINANCIAL SUMMARY:
• This project (PK2608) is a FY25-26 Capital Improvements Program funded by bond monies.
• Upon approval of this item, $2,100,000 will remain in PK2608.
BOARD OR COMMISSION RECOMMENDATION:
• On December 11, 2025, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the design contract.
