ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Garret Shields Infrastructure, for the Construction of turn lanes and necessary off-site improvements for Various Roadway Improvements Package 1 related to the McKinney Sunset Amphitheatre project (CIP Project ST2514) for a total contract amount not to exceed $2,050,000.
BACKGROUND INFORMATION:
• GM Civil Engineering & Surveying prepared the plans for the Construction of turn lanes and necessary off-site improvements for Various Roadway Improvements Package 1 related to the McKinney Sunset Amphitheatre project.
• The planned improvements consist of turn lanes, sidewalks, crosswalks, streetlights, as well as the installation of dynamic lane control assemblies to facilitate intersection improvements and traffic flow.
• The City issued a Request for Competitive Sealed Proposals (26-63CSP) to solicit responses from qualified contractors for the Construction of turn lanes and necessary off-site improvements for Various Roadway Improvements Package1 related to the McKinney Sunset Amphitheatre project.

• As described in the solicitation, the evaluation team considered several factors during the review process, including overall pricing, responses from the verified references contacted by the City’s Engineering Department, the respondent’s capability to perform work, contractor and subcontractor qualifications, and proposal schedule/ time to completion.
• Garret Shields Infrastructure. scored the highest total score in the categories above (88.43/100). Their total Bid Proposal Price was $1,783,460.40.
• Based on the scoring summary, the evaluation team recommends awarding the contract to Garrett Shields Infrastructure
• The contract documents require that this project be substantially completed within 250 calendar days after issuance of the Notice to Proceed, which is expected to be issued September 1, 2026. Construction is expected to be complete by May 27, 2027.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Garret Shields Infrastructure, for an amount not to exceed $2,050,000.
o $2,050,000 allocated towards street funding (Fund 21) from Project ST2514
• With the approval of this item and accompanying construction contract, the following fund balances will remain in each respective project.
o $5,832,517.77 will remain in Project ST2235 with an additional $2,000,000 coming from TxDOT later.
