RECOMMENDED CITY COUNCIL ACTION:                     

•                     Approval of the Resolution.

 

ITEM SUMMARY: 

•                     This Resolution creates the City of McKinney Galvanized Service Line Replacement Program to facilitate the replacement of identified private galvanized service lines requiring replacement and authorizes Program expenditures in an amount not to exceed $210,000.

•                     The Program will use a contractor selected through the City's procurement process to coordinate property owner outreach, site evaluations, scheduling, replacement, restoration, and post-work care. Eligible work is limited to the linear replacement of an existing private galvanized service line from the public water service line meter box to the exterior of the home. Enter item summary]

 

BACKGROUND INFORMATION: 

•                     The U.S. Environmental Protection Agency's Lead and Copper Rule Improvements (LCRI), effective December 30, 2024, strengthened requirements intended to reduce lead exposure from drinking water. Galvanized service lines requiring replacement may contain or accumulate lead and can contribute to lead exposure.

•                     Public Works reviewed the City's water service line inventory and identified 25 private galvanized service lines requiring replacement. The City has replaced all known public water service lines made of lead or galvanized pipe; the remaining identified lines are privately owned portions located between the meter box and the exterior of the home.

•                     The Program's goal is to replace the remaining identified private galvanized service lines before November 1, 2027, or within applicable LCRI deadlines. Proactive replacement supports regulatory compliance, protects public health and water quality, and reduces operational, administrative, financial, and reputational risks associated with a potential lead action-level exceedance.

•                     Participation is voluntary. Property owners must execute required agreements authorizing access to private property and permitting the replacement work. A property owner may decline participation; the City will document the refusal as required by the LCRI. Participation does not change ownership of the private water service line or create an ongoing City responsibility for private plumbing after the work is completed and accepted.

•                     The Program will be administered by the Director of Public Works. The City Manager, or designee, will be authorized to execute necessary Program documents and establish administrative procedures, eligibility requirements, technical standards, prioritization criteria, and documentation requirements consistent with the Resolution and applicable law.

 

FINANCIAL SUMMARY: 

•                     The Resolution authorizes the City Manager, or designee, to expend funds in an amount not to exceed $210,000 for the Galvanized Service Line Replacement Program.

•                     Funding was approved as part of the FY 2024-25 budget. Program funds will be limited to eligible linear service line replacements and will not be available for line extensions, relocations, upsizing, or other private property improvements.
