Title
Consider/Discuss/Act on a Resolution Approving Fiscal Year 2024-25 Funding Amounts for Community Support Grants as Recommended by the Community Grants Advisory Commission
Summary
COUNCIL GOAL: Enhance the Quality of Life in McKinney
MEETING DATE: October 15, 2024
DEPARTMENT: Housing and Community Development
CONTACT: Margaret Li, Housing & Community Development Director
Shirletta Best, Community Services Administrator
RECOMMENDED CITY COUNCIL ACTION: Approve Resolution
ITEM SUMMARY:
• City Council established the Community Support Grant (CSG) program as a formal process for evaluating requests from non-profit agencies and city administered programs that provide public services and activities to assist eligible McKinney residents. Organizations and programs, which can be reasonably categorized under the heading of providing services that promote the health, safety, and welfare of McKinney residents, are eligible for funding consideration. The Consolidated Grants Application process afforded applicants to submit funding requests, whereby the Community Grants Advisory Commission (CGAC) determine proposed recommendations for City Council approval.
• The FY 2024-2025 Consolidated Grant Application Process began in February 2024 with a pre-application meeting and technical assistance support for applicants; submissions were due in April 2024. Applicants were able to submit a maximum of two application requests for consideration. Under the CGAC, the city conducted two public hearings on May 9 and May 16, 2024, to consider funding requests. The CGAC deliberated in June and September 2024, to determine and finalize funding recommendations for City Council approval.
BACKGROUND INFORMATION:
• In May 2006, City Council approved Resolution No. 2006-05-086 establishing a policy for prioritizing Community Support Grants for qualified entities serving the City of McKinney and its residents. In April 2010, City Council approved Resolution No. 2010-04-041 further defining the grant application prioritization.
• With Resolution No. 2010-04-041, City Council also approved a minimum grant request to an organization to be $3,000. This amount is the minimum amount that can be recommended from the CGAC. There shall be no maximum grant award amount, however, the funding pool is limited. Grant priorities include basic needs: food and clothing, housing and shelter, and non-financial assistance; health and medical treatment, including mental health; housing financial assistance and transportation, the sole service being provided.
FINANCIAL SUMMARY:
• A budget of $330,000 was approved by City Council under the city’s FY 2024-2025 General Fund in September 2024. Due to the increase of funds this year from City Council, the city will develop future grant rounds for participation.
• For the CSG, grant allocations will be paid from account number 001-9999-403-8559. Each funded organization will sign a grant agreement that details funding, program requirements, and performance expectations through annual and quarterly reporting. City administered programs are under the same expectations. The public and city council will be updated on performance at the end of the program year.
