ITEM SUMMARY:

                     The City Council approved the city’s budget in September 2024, with an increase to the Community Support Grant (CSG) fund and directed staff to place public service nonprofits previously under direct funding to competitively apply for funding support. The Community Grants Advisory Commission (CGAC) conducted a second round (Round II) of grant funding for the impacted agencies. These agencies will move to the regular cycle in the next fiscal year.

 

BACKGROUND INFORMATION:

                     The CSG provides nonprofit organizations flexibility to competitively apply for funding on an annual basis, under the criteria of public service priority needs; service impacts to the community; duplication of services from other agencies; sources of agency funding, and presentation critique. Funds for this grant are under the City of McKinney’s General Fund. Programs under the grant consist of nonprofit, and city administered programs. Funding for all of the Community Support organizations will occur during the budget process.

                     In the policy, off-budget-cycle funding may be granted in the rare instance that additional funds become available during the grant cycle. The minimum grant request-- $3,000. There is no maximum grant award amount. Grant priorities:

o                     Basic Needs: including Food, clothing, housing and shelter, non-financial assistance.

o                     Health and Medical Treatment: Including Mental Health.

o                     Housing: Financial Assistance.

o                     Transportation: The sole service being provided, to benefit participants under the granted public service.

 

                     The CGAC conducts the Consolidated Grants application process annually from February to June. The CGAC conducted public hearings and meetings May 9, May 16, and June 6, 2024, to determine funding recommendations for the FY 2024-2025 program year. The City Council approved the city’s budget in September 2024, with an increase to the Community Support Grant fund and directed previously public service nonprofits under a direct fund to competitively apply for funding support under an application process. Under this amendment, a rare second round process was enacted only for these agencies and any additional adjustments.

                     City staff consulted the CGAC during the September 24, 2024, meeting, and the 2023-2024 Commission deliberated again on Round I CSG recommendations for City Council approval. Round I recommendations of CSG were submitted at the October 15, 2024, City Council regular meeting and approved. The impacted agencies were notified to participate in an off-grant Round II between October 2024 - December 2024. The deadline to submit funding requests was November 5, 2024.  The FY 2024-2025 CGAC conducted the public hearing December 10, 2024, and thereafter conducted deliberations.

 

FINANCIAL SUMMARY:

                     The FY 2024-2025 budget under the Community Support Grant is $330,000. The total pool of available funding for Round II is $30,000.00. In Round II, two agencies applied for funding requests totaling $75,000.
