                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This project is designated as a 2009-2010 Council/Management Priority.

 

                     In response to the North Central Texas Council of Governments 2009-2010 Sustainable Development Call for Projects, Staff submitted a planning project grant application for the State Highway 5 Corridor Planning Study in October 2009.

 

                     On June 3, 2010, the Regional Transportation Council (RTC) approved $125,000 in RTC local funds for the State Highway 5 Corridor Planning Study.

 

                     The Resolution formally supports the State Highway 5 Corridor Planning Study Sustainable Development Grant and authorizes the City Manager to enter into an Interlocal Cooperative Agreement with the North Central Texas Council of Governments (NCTCOG).

 

                     Assuming that an Interlocal Cooperative Agreement can be negotiated and executed relatively quickly, Staff will then coordinate with NCTCOG Staff to finalize a Scope of Work and initiate the procurement process to secure professional consultant services.

 

                     Staff anticipates substantial completion of the project during FY 2010-2011.

 

BACKGROUND INFORMATION: 

                     The NCTCOG Sustainable Development Competitive Funding Program was created by its policy body, the Regional Transportation Council (RTC), to positively address existing transportation system capacity, rail access, air quality concerns, and/or mixed land uses, and to encourage public/private partnerships that foster growth and development in and around historic downtowns, main streets, infill areas, passenger rail lines and stations.

 

                     To support this effort, the Regional Transportation Council designated over $40 million for sustainable infrastructure projects and $1 million for sustainable planning projects throughout the North Texas region through its 2009-2010 Call for Projects.

 

                     28 planning project applications were submitted across the region (totaling $4.1 million in requested grant funds).

 

                     The planning project applications were ranked based on 20 specific criteria. Because only $1.0 million was available, only the top 9 projects were selected and approved for funding. The State Highway 5 Corridor Planning Study project application ranked 6th highest out of the 28 applications that were submitted.

 

FINANCIAL SUMMARY: 

                     The total project cost is $156,250.

 

                     80% of the total project cost ($125,000) is covered by the NCTCOG grant.

 

                     A 20% local match is required for the grant. The City of McKinney’s local match is $31,250.

 

                     All funding is handled on a reimbursement basis and expenditures made prior to signing an Interlocal Cooperative Agreement on the State Highway 5 Corridor Planning Study are not eligible expenses for reimbursement.

 

                     The Planning Department’s Professional Services Account contains funds that are sufficient to cover the required local match and any cost overruns.
