RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $130,167.93, as well as all required supplemental agreements thereto, with WSP USA Inc. for professional engineering services for the design of continuous roadway illumination along SH 5 from Powerhouse Street to North of Telephone Road (CIP Project TR2356), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $150,000.
BACKGROUND INFORMATION:
• The Texas Department of Transportation (TxDOT) has retained WSP USA Inc. for design of planned roadway improvements to State Highway 5 (SH 5) from Powerhouse Street to State Highway 121 (SH 121) referenced as CSJ 0047-05-054 and CSJ 0047-04-030.
• The planned improvements to SH 5 include a complete reconstruction as a 4-lane (ultimate 6-lane) divided roadway. Construction of the planned improvements is estimated to begin in 2025 following City of McKinney relocation of water/wastewater facilities and TxDOT acquisition of necessary right-of-way.
• The City proposes to enter into a future agreement with TxDOT to install continuous roadway illumination along the SH 5 corridor concurrent with the planned reconstruction of State Highway 5 by TxDOT.
• Under this future agreement, the City would fund and manage professional engineering services for the continuous illumination locally and would escrow funding to TxDOT for the associated construction cost.
• The proposed continuous roadway illumination improvements to SH 5 from Powerhouse Street to North of Telephone Road are planned to include the construction of continuous median-mounted LED illumination and installation of City of McKinney median conduit systems supporting future irrigation and fiber connectivity.
• The City proposes to contract directly with WSP USA Inc. for these services as an extension to TxDOT’s current contract/scope of work. WSP USA Inc. is the most qualified firm to provide services under this city contract as they are already performing design services for the improvements to SH 5
• WSP USA Inc. submitted a proposal for this project in the amount of $130,167.93 including engineering and design services (basic services) as well as bid and construction phase services (special services).
• The preliminary opinion of probable construction cost is $3,058,512.
• Upon approval of the engineering services contract, WSP USA Inc. will perform the design and prepare the construction documents for the project. Design would begin towards the the end of 2023 with construction expected to begin concurrently with TxDOT’s roadway reconstruction in 2025.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with WSP USA Inc. for an amount not to exceed $150,000.
• With the approval of this item, $15,000 will remain in project TR2356.
• Additional funding necessary for the construction of these improvements will be included in the FY25 Capital Improvement Program Budget.
