RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $93,750, as well as all required supplemental agreements thereto, with a not to exceed amount of $105,000 for facilitation services for the Better Together Initiative.
BACKGROUND INFORMATION:
• On October 21, 2026, the City Council adopted the Better Together Initiative’s Guiding Principles to guide the city’s efforts to address the symptoms and root causes of homelessness in the City of McKinney.
• The scope of work for the Better Together Initiative includes the creation and implementation of a community engagement and public outreach plan; homelessness needs assessment; development of a strategic plan; and the subsequent preparation of an implementation plan.
• The City issued 26-396RFP - Request for Proposals to solicit responses for the Better Together Initiative on November 21, 2025.
• Out of 612 notifications, four (4) proposals were received by December 11, 2025.
• An evaluation committee comprised of staff from City Manager’s Office, Police, Housing and Community Development, and two Council members reviewed and ranked the proposals based on the following criteria:
o Experience (20 points)
o Capacity to Perform (20 points)
o Community Engagement/Public Outreach Plan Approach (20 points)
o Strategic Plan and Implementation Plan Approach (40 points)
• Based on the results of the evaluated proposals, the evaluation committee recommends award to the University of Texas at Dallas.
FINANCIAL SUMMARY:
• The Resolution authorizes a contract with the University of Texas at Dallas for an amount of $93,750, with a contingency of $11,250 for additional meetings, for a total not to exceed amount of $105,000.
• The funds for the Better Together Initiative are available in the operating budget of the Housing and Community Development Department under the Professional/Contracted Services Account 001-1253-413.85-16.
