RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract with Fast-Trak Construction, Inc for the McKinney National Airport Corporate Hangar 3 Fire Protection Systems Project (AI2471) for a total contract amount not to exceed $458,000.

 

BACKGROUND INFORMATION: 

                     The scope of the project is the demolition and removal of the existing foamed fire suppression system and installation of a new, sprinklered system in Corporate Hangar 3, as well as the adjacent office space in the hangar.

 

                     Reed Fire Protection Engineering, LLC, prepared the construction plans and specifications for this project.

 

                     The City issued a Request for Competitive Sealed Proposals (26-04CSP) to solicit responses from qualified contractors for the McKinney National Airport Corporate Hangar 3 Fire Protection Systems Project.

o                     Advertised in the McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     Supplier Notifications which included historically underutilized businesses (HUB) suppliers.

 

                     Out of 432 supplier notifications, one (1) competitive sealed proposal was received from Fast-Trak Construction, Inc and opened by Procurement Services on Thursday, November 20, 2025.

 

                     An evaluation team comprised of three (3) City employees and one (1) employee from Reed Fire Protection Engineering, LLC reviewed the proposal based on the following criteria:

o                     40 Points: Offeror’s Narrative Approach

o                     20 Points: Contractor and Subcontractor Qualifications

o                     40 Points: Proposal Price

 

                     The following is a summary of the proposal cost:

                     Fast-Trak Construction, Inc has submitted references and qualifications that were evaluated in accordance with the bid specifications as shown in the attached Letter of Recommendation dated 02 December 2025 received from Reed Fire Protection Engineering, LLC.

 

FINANCIAL SUMMARY: 

                     This resolution authorizes a contract in the amount of $415,657.29 with Fast-Trak Construction, Inc and all necessary change orders under said contract up to an aggregate contract amount not to exceed $458,000.

 

                     Funding is currently appropriated in CIP project AI2471.

 

                     With the approval of this item, $260,189 will remain in AI2471.
