RECOMMENDED CITY COUNCIL ACTION:
• Authorization of City Manager to execute an Interlocal Agreement (“ILA”) between City of McKinney and McKinney Independent School District.
ITEM SUMMARY:
• The proposed Interlocal Agreement (ILA) formalizes the arrangement for McKinney Fire Department (MFD) to provide Emergency Medical Services (EMS) standby coverage during McKinney Independent School District (MISD) events.
• MFD personnel will provide on-site EMS coverage for designated events such as football games and other large gatherings, as mutually scheduled by the City and MISD.
• The agreement outlines service scope, event scheduling procedures, staffing flexibility, and cost recovery terms to ensure the safety and well-being of students, staff, and attendees at MISD events.
• The agreement supports the City Council’s goal of maintaining a safe and secure community while fostering interagency collaboration.
BACKGROUND INFORMATION:
• MISD has requested standby EMS coverage at select school events to enhance emergency response readiness.
• The City, through MFD, is authorized under Chapter 791 of the Texas Government Code (Interlocal Cooperation Act) to enter into such cooperative service agreements.
• The agreement establishes operational parameters, billing procedures, and indemnity provisions between the City and MISD.
• This partnership strengthens community safety initiatives and continues the City’s history of cooperative efforts with local educational institutions.
FINANCIAL SUMMARY:
• MISD will reimburse the City for EMS standby services at the following rates:
• Personnel: $61.45 per hour per firefighter/paramedic (minimum 4-hour charge).
• Equipment Fee: $100 per event for medical supply setup and restocking.
• MISD will remit payment within 45 days of invoicing.
• The agreement has no additional budgetary impact beyond normal operational activities and cost recovery is expected to fully offset service expenses.
