ITEM SUMMARY: 

                     Provide City Council with an overview of the current condition of the City’s roadway network, summarize the findings of the recent pavement condition assessment, and discuss roadway investment strategies and funding considerations needed to maintain and improve the transportation system.

 

BACKGROUND INFORMATION: 

                     The City periodically performs a comprehensive pavement condition assessment to evaluate the overall health of the roadway network and support data driven infrastructure planning. The assessment provides an updated Pavement Condition Index (PCI) for City streets, identifies maintenance and rehabilitation needs, and helps prioritize future roadway investments. The most recent assessment was completed in 2025 by IMS Infrastructure Management Services and serves as an update to the previous 2021 network assessment completed by Fugro.

 

                     The roadway network represents one of the City’s most valuable public assets and requires ongoing investment to preserve pavement conditions, extend roadway life, and reduce long term reconstruction costs.

 

                     The presentation will provide Council with an overview of:

                     Current overall pavement conditions and citywide PCI results

                     Comparison of 2021 and 2025 pavement assessment findings

                     Distribution of roadway conditions across the network

                     Factors influencing roadway deterioration and maintenance timing

                     Recommended maintenance and rehabilitation strategies

                     Funding scenarios and long term investment considerations

                     Impacts of deferred maintenance on future roadway costs and conditions

                     Proposed next steps for pavement management planning and capital investment prioritization

 

                     Staff will also discuss how pavement condition data is used to support proactive maintenance planning, maximize the useful life of roadway infrastructure, and guide future capital improvement program decisions.

 

 

FINANCIAL SUMMARY: 

                     This item is informational only. Future funding recommendations related to roadway maintenance and rehabilitation will be presented as part of the Capital Improvements Program and annual budget development process.
