RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution approves qualified firms to provide Architectural and Engineering Services. In addition, this resolution authorizes the City Manager to enter into contracts with these firms.
BACKGROUND INFORMATION:
• The City of McKinney utilizes on-call professional services contracts to complete miscellaneous tasks.
• The City issued a Request for Qualifications (25-06RFQ) to solicit responses from qualified firms for a pool of Architectural and Engineering firms to perform architectural and engineering services in conjunction with multiple City of McKinney Facilities Construction projects working with City staff and any appropriate consultants on February 14, 2025.

o Including 45 HUB supplier notifications
• Out of 11,182 supplier notifications, twenty-six (26) Statements of Qualifications (SOQs) were received on March 13, 2025.
• A committee of four staff members comprised of Parks & Recreation, Police and the City Manager’s Office reviewed and ranked the SOQs based on the following criteria:
o 50 Points: Firm & Individual Qualifications
o 25 Points: Capacity to Perform Work
o 25 Points: References
• Of the twenty-six (26) firms that submitted statements of qualifications, the following five (5) firms were determined to be the most qualified in the selection pool:
o Architexas - Architecture, Planning and Historic Preservation, Inc.
o conduit architecture + design LLC
o Martinez Architects, LP
o Parkhill, Smith & Cooper, Inc.
o Quorum Architects, Inc.
• The above-mentioned firms will remain pre-qualified for professional services contracts for architectural and engineering services for Facilities Construction projects for a period of three (3) years.
FINANCIAL SUMMARY:
• Professional services will be funded through an approved project budget.
• When architectural and engineering services for Facilities Construction projects are required, a fee proposal will be selected from one of the firms listed above and a contract for professional services will be prepared and executed in accordance with the Procurement Department Policy.
